State, Foreign Service Institute (FSI), Leadership and Management
Division (LMD), requires accommodations at an offsite for 10-day
sessions of the PT-119 Foreign Affairs Leadership Seminar and the 5-day
sessions of the PT-102 Deputy Chiefs of Mission Seminars. FSI requires
that offsite be located within a range of a minimum of 25 miles from
FSI, 4000 Arlington Blvd., Arlington, VA 22204. Accommodation Needs:
The vendor is required to provide overnight accommodations for a group
of approximately 35 people (includes 4 staff), 3 meals each day, 3
coffee-breaks each day, one large conference room to accommodate 35
people, 3 break-out rooms for 10-12 people. Four additional
cabins/rooms will be needed for the duration of the conference to be
used for daily course activities. Accommodations will also include the
one advance-day, for four trainers who must set up the conference in
advance. Storage space for outdoor training equipment(approximately 10
sq. ft) is needed for the entire period of the contract. Four outdoor
training areas (approximately 20 sq. ft each) must be available for
each delivery. The space must be located so that no group is visible
from any of the other groups while they are doing their exercises. The
4 outdoor spaces must be located within a 3-minute walk of break-out
cabins to allow for processing of exercises. Each space must be on
totally flat, clear ground with threes near-by. There needs to be space
to construct a 20 x 6 wooden wall to be left standing for the duration
of the contract. (Vendor needs to include estimated cost of
constructing this wall in price quote.) (Wall to be build upon award of
the simplified acquisition if not already in place). Specific Space
Requirements: 1) Guaranteed availability of outdoor training sites for
3 days for each seminar. Each site must have the following
characteristics: flat ground sufficient to allow 4 separate outdoor
training groups of 8-10 participants to operate ina space of 30 x 40 ;
sufficient distance among sites so that the training groups may not
observe of pass each other while in session; one outdoor size
approximately the size of a baseball in-field to allow for a
large-group event; a separate area to allow for the construction of a
20 x 15 wall and another outdoor event which would remain on the site
between course deliveries; 2) Four alternative indoor training spaced
of approximately 30 x 40 in the event of inclement weather; 3)
Year-round, locked storage space of approximately 10 x 10 to be used to
keep outdoor training equipment moisture-free; 4) One large training
room to allow for groups of 32 to be seated at 6 round tables, with
sufficient space between to conduct small-group discussions; 5) Three
break-out rooms large enough to accommodate a table that seats 5-8
people and space to allow video-taping of the group in session. Periods
of performance: PT-119 Foreign Affairs Leadership Seminar --
Arrival/departure schedule: The group will arrive at off-site before
lunch on Sunday and will depart from the off-site at approximately 2:00
p.m. on Friday and will return to the off-site on Monday and will
depart that off-site at approximately 2:00 p.m. on Friday. Session I:
January 25, through February 6, 1998. Session II: April 19, through May
1, 1998. Session III: Tentative date: September 13-25, 1998. (There is
the possibility of a third session in September. When a decision has
been made, an amendment to the acquisition will be made no later than
March 15, 1998) PT-102 Deputy Chiefs/Principal Officers Seminar --
Arrival/departure schedule: The group will arrive at off-site before
lunch on Sunday and will depart from the off-site at approximately 2:00
p.m. on Friday. Session: I: June 7-12, 1998. Session II: July 12-17,
1998. PT-119 Foreign Affairs Leadership Seminar -- Please quote a firm
fixed price to include; single accommodation cost per person per night
x 30 people (includes 4 staff) x 9 days; single accommodations per
person per night x 4 staff x 1 advance day; breakout space: cabin
space: for break-out rooms and hospitality use; staff assistance as
filmers and miscellaneous help is needed. PT-102 Deputy Chiefs of
Mission Seminar -- Please quote a firm fixed price to include: single
accommodations per person per night x 35 people (includes 4 staff) x 5
days; single accommodations per person per night x 4 staff x 1 advance
day; breakout space; cabin space: for break-out rooms and hospitality
use; staff assistance as filmers and miscellaneous help if needed.
Evaluation criteria: Cost -- 40 percent; Vendor must meet all
accommodation needs and specific space requirements -- 60 percent. COR
