The 30th Space Wing intends to extend the Launch Base Support (LBS)
Contract with Space Mark Incorporated, for a period of six months (l
Apr through 30 Sep 98). By extending the LBS Contract, launch critical
services will be uninterrupted while the follow-on five-year contract
is being re-competed as F04684-98-R-0001. Phase-in will not be
included due to the aggressive launch schedule, the criticality of
services to be provided and the impact that would result from the
interruption of these services. Training will not be provided by the
incumbent contractor since this would cause the Government a
substantial duplication of costs and an unacceptable delay to launch
schedules. Interested firms must have the ability to provide the
required expertise for launch critcal services and the workforce to
operate the South Vandenberg Power Plant upon award. The Power Plant
shall be available for operation by certified personnel, 24 hours a
day, 7 days a week. All hiring and training of personnel, learning of
mission critical systems, development of O&M procedures, and obtaining
certifications and required security clearances must be accomplished
without interruption of LBS services or change to launch schedules. The
current LBS contract provides mission essential, technical support for
ground systems associated with space-lift operations. Efforts include:
skilled technicians, sustaining engineering, tools, technical,
corrosion control, appropriate equipment to disassemble, replace parts,
reassemble, test, and operation and maintain real property installed
equipment (RPIE), Aerospace Ground Equipment (AGE), security systems,
cranes and hoists, light fixtures, HVAC systems and gaseous nitrogen
type systems to ensure operational availability and payload readiness.
Requirements also include, but are not limited to, continuous manning,
O&M, repair, calibration, and performance of scheduled maintenance of
the South Vandenberg Power Plant to provide reliable emergency power to
various space-launch facilities during pre-launch, launch and
post-launch operations. The contractor integrates all maintenance
requirements into the master launch processing schedules. The services
include time critical Research Development Testing & Evaluation
(RDT&E), Operational Testing and Evaluation (OT&E). These mission
critical services provide continuing, timely, responsive and technical
launch support to space-lift, ballistic missile and related programs
operating at Vandenberg AFB, CA. Interested parties may provide the
