Arsenal seeks sources for the production of the redesigned Antitank
(AT) Lens Assembly, the Lithium Reserve (HED) Battery and the Borerider
Pin Release Mechanism (BPRM), components of the M87A1 VOLCANO Canister
Assembly. This requirement is for an estimated 30,000 units and an
option for 6,000 units of each component. The anticipated award date is
GFY98. It is also anticipated that this is a one-time only buy. The TDP
for this item will not be available for review until May 1998. The AT
Lens Assembly consists of a gate array with an embedded algorithm, two
(vertical and horizontal) magnetic sensors, integrated fuse, power
supply with two HED batteries, op-amp and a discrete electronic
components. In order to assure safety, the lens contains two redundant
timing chains which are constantly cross-checked by the gate array for
frequency drift. The lens also contains redundant decoding of the
integrated fuse to assure proper self-destruct setting in the mine. The
BPRM is a mechanical device which interlocks with the safe and arming
device. Also needed is the manufacture of the HED battery which powers
the electronics and sensors. For this effort, the contractor would
have to develop and build or already have certain pieces of equipment.
Examples of the equipment required includes specialized Automatic Test
Equipment that is utilized to test the Lens Assembly at hot, cold and
ambient, a Pick and Place machine for surface mounted components, a low
residue solder machine and specialized Automatic Assembly Equipment for
the HED battery. Please be advised that there is no funding available
for facilitization. Interested sources are requested to submit
information in accordance with Numbered Note 25. Specifically, sources
should submit information to demonstrate, at a minimum, the following:
a) Production capabilities to include: dual axis magnetic sensors,
laser trimming processes, surface mount technology, testing,
development, documentation and working with a TDP, b) facility and
equipment capability to include qualified solders, c) expertise in
trouble shooting, failure analysis and corrective action, d) capability
in handling, assembly, storage and safety of explosives and e) secret
clearance. This is not a Request for Proposals and is not to be
construed as a commitment by the US Army. See Numbered Notes 25 and 26.
