COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 6,1997 PSA#1967ASC/RAK, 2640 Loop Road West, Building 557, Wright-Patterson AFB, OH
45433-7106 16 -- THEATER AIRBORNE RECONNAISSANCE SYSTEM (TARS) USN/USMC
PRODUCTION EO SENSOR (MAEO SENSOR) SOL F33657-96-C-6502 POC Mark D.
Bennington, Contracting Officer, (937) 255-5706/Stephen C. Davis,
Contract Negotiator, (937) 255-2973 TARS is a podded reconnaissance
sensor suite designed for under-the-weather, medium to high threat,
daytime imagery collection. The mid-bay sensor of the TARS pod is to
contain a USN/USMC production EO sensor [ Medium Altitude Electro
Optical (MAEO) sensor] as recommended in the Report to Congress on
Medium Altitude Electro-Optical Sensor Requirements for the Theater
Airborne Reconnaissance System (TARS). The mid-bay sensor will be
optimized for the vertical and side/oblique axis. The ultimate program
goal for TARS is to obtain all weather, day/night reconnaissance
capability, with a resolution of 1-3" spot size from a standoff range
of 20nm at 20,000 ft AGL. A phased approach wherein resolution is
improved in affordable steps toward the sub one foot resolution is
acceptable. The sensor must not require any aircraft settle time after
maneuvering before beginning imaging. A capability for moving target
indicator (MTI) is desired. The mid-bay sensor's capability requires
National Imagery Interpretation Rating Scale (NIIRS) 5 from 30,000 feet
slant range. Power, size, weight and cooling requirements are as
follows: 400W power, 4.5 cubic feet volume, 129 lb weight, cooled by
forced air. USAF requirements are for six (6) each MAEO sensors for
delivery to Lockheed Martin Fairchild Systems, Syosset, NY on or before
31 Jan 1999. Additional TARS information is available upon request. Mr.
Michael S. Coalson has been appointed as Ombudsman to hear concerns
from offerors, or potential offerors, during the proposal development.
The purpose of the Ombudsman is to communicate contractor concerns,
