COMBINED SYNOPSIS SOLICITATION for commercial items prepared in
accordance with information in FAR subpart 12.6 as supplemented witht
he additional information included in this notice. This announcement
constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation documents and
incorporates provisions and clauses in effect through Federal
Acquisition Circular 90-42(iv). The Standard Industrial Classification
(SIC) code is 3541, with a small business size standard 500 employees.
This procurement is unrestricted and is being advertised as full and
open competition. The requirements for this procurement: 1. Capable of
producing paint brush head is various sizes for the production of
paint brushes. The machine should be able to produce a minimum of 1800
brush heads per hour. 2. Brush head specifications: The machine should
be able to fill ferrules 1/2 inche wide, and up to 2 1/2 inches in
width. This machine wil be adjustable to accomodate a ferrule thickness
span of 1 1/4 inch to 5/8 inch. The length of the ferrules will be from
1 1/4 inches to 1 1/2 inces. The machine will be capable of inserting
1 and 2 carboard plugs, or wedges, evenly spaced in the ferrule. The
plugs will not touch the inside of the ferrule. The size of the plugs
will be adjustable from 1/8 inch to 1/2 inch thinckness, and a length
of 1/2 inch to 2 inches. This machine should be able to fill ferrules
with Natural Hog Bristle, Nylon, or any other synthetic material used
in the commerical brush trade. The filler length that the machine will
use be from 1 /4 inches in length. The filler and plugs or wedges wil
be tapped or pushed into the ferrule. The filler is to pulled or sized
from the other side of the ferrule to a desired length. The machine
will be able to fill a 1/2 inch x 1/4 ferrule with a minimum weight of
2.5 grams of filler and a 2 1/2 inch x 5/8 inch ferrule with a maximum
weight of 33.5 grams of filler. Once a specified weight is set on the
machine, the weight should not vary + or -- 2%. 3. Size change over:
The machine will have features such as adjustable guide rails,
adjustable bristle gipper or not picker and adjustable plug feeder to
facilitate the change over from one size ferrule to another. Under
normal working conditions the change over should be done in 1 hour or
less. 4. Power requirements: Equipment to be powered by 220 volt 60 hz
AC. The successful, bidder will provided information on connected
electrical load, prior to delivery of machine. This is to facilitate
the installation of power lines to a specific location at the La Tuna
Brush Factory for placement. 5. The machine shall have ferrule feed
devices and bristle loading systems. 6. The successful bidder will
provide the following services as part of the purchase package; (A) The
contractor will have machine delivered to UNICOR, FCI La Tuna (F.O.B.
Destination), and set up the machine at site. (B) Contractor will
provide a minimum of 32 hours of operating instructions to UNICOR staff
a La Tuna. All travel and per diem for contractor employees to be at no
additonal cost to the Government. (C) Contractor will demonstrate
machine's ability to perform at maximum output. This will include a
sustained production run of not less than one (1) hour, and two (2)
brush size change overs of less than one (1) hour each in duration. One
final test run will be accomplished by UNICOR staff under the
supervision of the Contract personal. Machine will demonstration
capability to produce brush heads that meet or exceed requirements set
by GSA specifications. (D) UNICOR will have the option of reviewing
the machinery at the manufacturer's site, or a similar machine in
operation at a commerical brush manufacturer. This is to be done before
shipment is made to UNICOR, La Tuna. Per diem and travel expenses for
UNICOR employees will be at no additional cost to the Contractor. (E)
The machinery will meet all OHSA safety standards for machine guards.
All pinch points will be covered. Electrical controls will have
emergency cut off switches at easily accessible points on the machine.
