It is instead, full and open competition between small and large business. A draft solicitation was issued and mailed to all offerors who have made a fax request for this solicitation. A pre-bi/preproposal conference (see solicitation clause L-312 on page 19 of 20) is scheduled for 12 Dec 97 at Kelly Air Force Base Texas. Only those parties requesting the solicitation and acting IAW the instructions in clause L-312 will be allowed to attend the conference. A tour is being arranged for those offerors who wish to view the modified speed sensor calibrator test stand currently in use at Kelly.
