This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. Solicitation Number N00164-98-Q-0021 is issued and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 and Defense Acquisition Circular 91-11. This procurement is set-a-side 100 percent for small business. The Standard Industrial Classification Code is 3663. The requirement is for the following part numbers and quantities of Brand Name Preston Scientific Part Numbers, or Equal, in accordance with NWSC salient characteristics -- 16 each Amplifier Systems as follows: The amplifier shall provide programmable filtering of 1K, 2K, 5K, 10K, 20K, 50K hz + wideband (WB3) of 100KHz. Attenuation of the amplifiers shall be remotely programmableand the amplifiers shall provide remotely programmable filtering(Butterworth, 4 poles). The Amplifier gain shall be in 10 decimal gain steps for 1 to 1000. Each amplifier shall come with a 10:1 attenuator and shall provide an input impedance of 100 Megohm and have an input 3 wires:Hi,Lo, and Guard. Common mode rejection shall be 130dB DC to 60Hz with 1k unbalance. Amplifier gain shall be in 10 decimal gain steps for 1 to 1000 and the accuracy shall be 0.01% off the input. The Amplifier linearity shall be 0.01%. The Amplifier output shall be 10 volts peak at 20mA and the output impedance shall be less than 1 Ohm. the Amplifier slew rate shall be 1.5volts/uscc. The bandwidth shall be smaller than -3db at 100Khz. The Amplifier overload recover shall be 50uscc maximum to within + or -- 1.5mV of final value from + or -- 20 volt input stop at gain = 1. The Amplifier connection shall be made by a common 37 pin Dtype connector for 16 output in rack and the Amplifier load regulation shall be 0.01% of settingor 500uV. The above description identifies Preston Scientific P/N 8300AU. Also required is one each control rack. The rack is to be 19" rack mountable into a standard 19" rack mount chassis which will provide interface to the 16 Preston 8300AU or equivalent isolation amplifiers. The rack shall provide programming of gain, bandwidth, calibration and autobalance for up to 512 amplifier channels. It will also provide amplifier power, cooling, and control signals for up to 16 amplifiers. Preston Scientific P/N is 601-10A or equivalent. The Government anticipates issuing a Firm-Fixed-Price Purchase Order. The shipping terms will be F.O.B. Naval Surface Warfare Center, Crane, IN with the inspection/acceptance at destination.
