This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00164-98-Q-0022 is issued and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 and Defense Acquisition Circular 91-11. This procurement is set-a-side 100 percent for small business concerns. The Standard Industrial Classification Code is 3825; the size standard is 500 employees or less. The requirement is for 5 each Solid State Loads in accordance with NSWC salient characteristics. Three each of the Solid State Loads shall be as follows: shall operate with a load voltage from 0.5 to 100 volts within a load current range of 0 to 50 amps; shall be capable of dissipating 1500 Watts continuously; shall have dimensions of 19" wide max by 5.25" high or less by 22" depth or less and weighs no more than 50 lbs.; shall be controlled via analog voltage signal from 0-10 volts with 0 volts providing the minimum load setting (0 amps or infinite resistance) and 10 volts providing the maximum setting (50 amps or low resistance); the programmed accuracy shall be + or -- 0.01% of the set point from 10 to 100 percent of the rated current; response time shall be no greater than 15 usec; shall provide digital meters on the front panel showing actual current; shall provide a constant current constant resistance interface selectable between current and resistance via a TTL signal; shall provide a program isolator to provide 2000 volts of isolation between the program source and the load; and shall provide over voltage and current/power limit protection. A quantity of 2 each as follows: The Solid State Load operate with a load voltage of 0.5 to 100 volts; shall operate within a load current range of 0 to 100 amps; shall be capable of dissipating 4000 Watts continuously; shall be controlled via analog voltage signal from 0-10 volts with 0 volts providing the minimum load setting (0 amps or infinite resistance) and 10 volts providing the maximum setting (100 amps or low resistance); the programmed accuracy shall be + or -- .01 percent of the set point from 10 to 100 percent of the rated current; the response time shall be no greater than 15 usec; shall have dimensions of 19" wide max by 8.72" high or less by 22" deep or less and weighs no more than 80 lbs; shall provide digital meters on the front panel showing actual current; shall provide a constant current constant resistance interface selectable between current and resistance via a TTL signal; shall provide a program isolator to provide 2000 volts of isolation between the program source and the load; and shall provide over voltage and current/power limit protection. The Government anticipates issuing a Firm-Fixed-Price Purchase Order. The shipping terms will be F.O.B. Crane, IN with the inspection/acceptance at destination. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Offerors responding to this announcement must provide the information contained in 52.212-1, Instruction to Offerors -- Commercial Items and must include a completed copy of provision 52.212-3, Offeror Representations and Certifications Commercial Items. The offerer should also provide its Commercial and Government Entity (CAGE) code, Contractor Establishment Code DUNS number) and Tax Identification Number. If a change occurs in this requirement, only those concerns that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
