Protection Agency has a requirement for a PC-Titrate autotitrator
system, including automatic buret, autosampler module, and operating
hardware and software. The instrument will be used primarily for
potentiometric titrations to determine acid neutralizing capacity
and/or alkalinity in water samples. Expected range of sample values is
from -100 to >1000 microequilvalents/liter (1 mg calcium carbonate
alkalinity = 20 microequivalents). Daily sample loads can be > 20
per day. Additionally, the system must meet the following
specificiations: (1) Multiple-sample titration system, with automatic
burettes and some type of autosampler component to allow for multiple
samples to be analyzed.(2) Sample management capability including input
of information such as sample ID, date and time, method, titration
characteristics and conditions.(3) Combination pH electrode suitable
for use in low ionic strength samples. (4)Display with graphics
capability to display titration curve in progress, and identify
inflection points.(5) Capable of performing a variety of titration
techniques, including fixed endpoint, inflection point, Gran analysis
for acid neutralizing capacity, and continuous, as well as back
titrations. User-programmable methods capability required. (6)
Operational mode must be such that individual measurements are made and
recorded on unstirred sample. (7) Capable of determining titrant
concentration prior to analysis. (8) Flexible reporting capability of
sample results and titration details. (9) Software for operating
instrument and reporting results must be Windows-compatible, and
available on 3.5 inch diskettes. (10) Technical support (on-site or
telephone) from vendor or manufacturer must be included. (11) Power
requirements: 110V AC. EPA anticipates an award of a fixed price
purchase order using Simplified Acquisition Procedures. This
procurement is a total small business set aside and the SIC code number
is 3826 with a size standard of 500 or fewer employees. All interested
partiesmust submit a written request for the Request for Quotation
(RFQ)within 15 days from the date of this notice to the U.S.
