(Site Code CW38) Up to four indefinite delivery contracts will be
negotiated and awarded, as a result of this announcement. Work will be
accomplished under an Indefinite Delivery Contract NTE $1,000,000.00,
by the issuance of individual delivery orders. Individual, fixed-price
delivery orders will generally be divided based on specialized
experience, past performance, project schedules and/or current
capacity. Equitable division of work may begin to factor in the
distribution if a significant unbalance begins to develop. Perform all
work necessary for performing various physical and biological
research, including cultural resources investigations primarily
throughout the Mississippi Valley Division. In accordance with Federal
Acquisition Regulation (FAR) Part 15, the Government intends to make
award without discussions. If award is not made on initial offers, a
competitive range will be established based on the ranking of the
proposals. Discussions will be conducted in accordance with FAR Part
15. Revised proposals will be evaluated based on the evaluation
criteria. EVALUATION CRITERIA, IN DESCENDING ORDER OF IMPORTANCE, IS AS
FOLLOWS: Criteria 1. Demonstrated Ability to Produce: Subcriteria --
1a. 1b. 1c. and 1d. being of equal importance: 1a. General Technical
Reports; 1b. National Environmental Policy Act Documentation; 1c.
Popular Reports, Information Brochures/Packets, Video/Other Graphic
Presentations, and Professional/ Scholarly Presentations; 1d. GIS and
Other Electronic Databases. Criteria 2. Past Performance/Demonstrated
Timely and Successful Response to Large and Complex Projects. Criteria
3. Demonstrated Understanding of Applicable Laws, Procedures, and
Related Topics. Criteria 4. Qualification and Experience of Key Staff.
Criteria 5. Adequate Equipment, Facilities (including Curation
Facilities) and Other Material Support. Criteria 6. Demonstrated
Understanding of Pertinent Safety Issues. Criteria 1. will require the
Offeror to submit a substantial amount of documentation. Price
Proposal: Price will not be a scored factor, but will be evaluated as
to reasonableness and affordability in both Phase I and Phase II. If
approved, four (4) option years may be included in each resulting
solicitation, and may be exercised at 365 days from the date the
Contracting Officer signs the award or with the issuance of the first
delivery order, whichever is later. Pricing for additional option years
is required. One RFP will be issued, however, up to four contracts may
be awarded, and one contractor may not be awarded more than one
contract. Award will be based on a combination of technical score and
evaluation of cost which has been determined reasonable. This is not a
request for proposals. The issue date for the Request for Proposal is
on or about 24 Nov 97. Closing date on or about 29 Dec 97. For
purposes of this procurement, issued under Standard Industrial
Classification Code 8731, the firms may not have more than 500
