synopsis/solicitation for commercial items prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement does not include all the
information necessary to complete the solicitation procedures,
additional information is required. The solicitation number as shown in
this announcement is a Request for Quotation (RFQ). It is the
Government's intent to award a contract to US West unless other
contractors submit their Request for Quotations showing they can
provide comparable service to that of US West Centron.The service
required includes but is not limited to the following: The North Dakota
Army National Guard currently has Centron communications telephone
service with US West Centron/Centrex. Analog Centrex phone service is
required for three separate Army National Guard locations in Bismarck,
North Dakota. All locations will have 4 digit dialing with each
location and every centrex line will have 4 digit dialing to the other
284 lines. The service requested is for analog dial-tone
telecommunications only. The National Guard will not incur a cost for
any hardware or software involved in installation, conversion or
upkeep. Locations (1) Fraine Barracks, 432 Fraine Barracks Road,
Bismarck, ND 58506 -- requires 137 analog centrex lines; (2) National
Guard Armory, 4200 E. Divide, Bismarck, ND 58506 -- requires 131 analog
centrex lines; (3) Army Aviation Support Facility, 3400 Yegen Road,
Bismarck, ND 58506 -- requires 17 analog centrex lines. The contractor
shall provide all personnel, equipment, tools, materials, supervision
and other items necessary to provide centrex service in the three
locations in Bismarck, ND. The contractor will provide a contract
manager who shall be responsible for billing, service changes or
problems. The contractor will provide customer support and technical
assistance via phone or on site visit during normal business hours
Monday thru Friday 8 a.m. to 5 p.m. The contractor shall provide upon
the request of the Government customer support and technical assistance
after hours in cases of local and national emergencies. The contractor
will have personnel on duty 24 hours a day, 7 days a week to
immediately repair any problem with the contractors PBX. The contractor
upon notification by the Government will repair in one business day any
problem with a line, extension or feature. The contractor (at
Government expense) will in one week make any changes, additions or
deletions to the centrex service requested by the Government. The
Government shall provide reasonable use of electricity for network
interface devices. The Government shall provide all end user analog
telecommunications equipment (telephones, FAX, modems) for Government
employees. The contractor assumes all maintenance on all equipment that
is installed by the contractor as well as all maintenance on any
telecommunications cables the contractor installs. The contractor shall
provide for a 10% increase in the amount of phones lines for future
growth, the Government agrees to pay for only installation costs of the
10% future growth lines. All lines will have standard centrex features
such as Direct Inward Dialing, call forwarding, call pick-up, three
way calling, call transfer, and automatic callback. The contractor will
provide the Government with the ability to change the call hunt and
call pickup groups through a dial-in or internet connection. The
contractor will provide connections to T-1 circuits, fractional T-1
circuits, Frame Relay, ATM (when available) Defense Switched Network
(DSN), Information Services Division (ISD) and Off Post Extension (OPX)
lines it presently has or will install. The contractor will supply any
software or hardware it needs to connect to DSN or any other network.
The contractor will provide a Private Branch Exchange (PBX) which will
be maintained by the contractor 24 hours a day, 7 days a week. The
contractor will provide battery backup for the PBX and any facilities
for any equipment it needs to install since the Government will not
provide a room for the equipment. The contractor will provide a 900
block, 1+block, and no 3rd party billing on all lines. The Government
currently has all analog end user equipment, if a contractor installs
any equipment which can not function with Plain Old Telephone (POTS)
equipment the contractor will purchase all new end user equipment. All
equipment furnished to the Government will be new equipment. The
contractor will provide training to the Government on any equipment the
contractor installs. The contractor shall pay for all costs related to
transportation or relocation of contractor equipment. Contractors
interested in this solicitation shall notify the contracting office by

The contractors will be forwarded the additional information which
would include the complete Statement of Work and any other information
necessary for submission of the solicitation . Each contractor must
include its Federal Tax Identification Number and corporate status.
Corporate status means the concern's designation as a 1) sole
proprietorship, 2) partnership, or 3) other corporate entity. The
ensuing contract shall be for a base period commencing on or about 1
December, 1997 through 30 September, 1998 with four option years
renewable at the beginning of each new fiscal year . Contractors shall
include a completed copy of the provision at FAR 52.212-3 Offeror
Representation and Certifications -- Commercial Items with its offer --
(52.212-3 is available upon request). The FAR clause at 52.212-4

The standard industrial classification is 1731. This solicitation is
unrestricted. Award will be based on price which includes the base year
plus the four option years. The Government will evaluate offers for
award purposes by adding the total price for all options to the total
price for the basic requirement. Evaluation of options shall not
obligate the Government to exercise the option(s). The Clins for the
