wmallonee@mms.gov. This notice is a combined synopsis/solicitation for
commercial services prepared in accordance with the format in Federal
Acquisition Regulation Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Contract period is for a base period
beginning from date of award through 12 consecutive months. The
Government reserves the right to unilaterally extend the period of
contract performance in accordance with the clause entitled, Option to
Extend the Term of the Contract -- Services. Four Option Years of 12
consecutive months each are planned. A level of funding is available
for initial award. Funds beyond the base year are not presently
available. Background-The Minerals Management Service (MMS) of the
Department of Interior employs approximately 400 managerial,
professional and clerical employees, of which 50-75 are expected to
participate in the program, in Herndon, Virginia. The organization has
an ongoing interest in maintaining the health and well-being of this
highly trained and valuable work force. MMS desires a program whereby
the physical fitness needs of interested employees can be met. Desired
Services Description-The offeror shall provide use of its health,
fitness and athletic facility without restrictions during it normal
business hours, including a variety of activities. The facility and
these activities should include the following: 1) Work-out Room or
Rooms with a variety of exercise equipment such as: -- Free Standing
Weights -- Circuit Training -- Strength Building/Fitness Equipment,
etc. 2) Multi-lane Swimming Pool(s) and aquatic program. 3) One or More
Courts for handball, racquetball and/or tennis. 4) Gymnasium for
individual/group activities such as basketball/volleyball. 5) Aerobic
Exercise/Dancing facility. 6) Shower and Locker-room facilities with
towels provided. 7) Educational Seminars on health and fitness. 8)
Child Care Capability, including preschool age children, is desirable.
All programs and activities must offer adequate supervision by a
trained professional staff. IMPORTANT INFORMATION FOR OFFERORS:
Evaluation criteria -- equal order of importance -- breadth of
facilities/services, hours of availability, proximity to MMS' Herndon
office and cost. The following provisions/clauses are incorporated by
reference: FAR 52.212-1, Instructions to Offerors-Commercial Items(Jun
97); FAR 52.212-2, Evaluation-Commercial Items (Oct 95); FAR 52.212-3,
Offeror Representations and Certifications-Commercial Items (Jan 97);
FAR 52,212-4, Contract Terms and Conditions-Commercial Items (May 97)
(offerors must request this document as stated below); and FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items (Aug 96). These documents are
current to FAC 97-01 (Oct 97). Offerors may request a copy of
provisions and clauses by calling Dotty Quinn on 703/787-1365, or by
sending a fax request to 703/787-1387. The response date for offers
will be November 21, 1997. Offers must include the following: (a) the
completed Offeror Representations and Certifications-Commercial Items
FAR provision 52.212-3, and (b) firm-fixed-price offer for the base
year and the terms for each of the 4 option years. Offers are due by
Close of Business (4:00pm EST), November 21, 1997, at Minerals
Management Service, MS 2500, 381 Elden St.,Herndon, VA 20170.
Hand-carried proposals must be delivered to Room 2402. The SIC code for
this acquisition is 7991, and the applicable size standard is $5.0M.
All correspondence must reference RFQ 15035. Award is contingent upon
appropriation of funds for fiscal year 1998. INSTRUCTIONS Offerors are
requested to provide: 1) A pricing structure that will allow all
interested employees to have access to the facilities at the lowest
possible fees, based on actual usage, rather than arbitrary charges.
Indicate any one-time fees that may be applicable. Offerors are
encouraged to provide creative and innovative pricing alternatives. For
example, reduced fees for employees in return for a lump-sum payment by
MMS. Offerors can structure their offer using the hypothetical ranges
of participating employees of 1-25, 26-50, 51-and over. For each option
year state the maximum amount pricing could escalate. 2) A statement as
to the equipment and services available for MMS use and the hours/days
each week that the facility is open. 3) Any exceptions in availability
from the items listed in the Desired Services Description. Conditions
for Award The Contracting Officer shall consider several factors in the
selection process which are important, such as: -- Award may not be
made to any Offeror unless agreement can be secured for all general and
special agreement provisions. -- Award shall be only be made to an
Offeror determined to be a responsible Contractor by the Contracting
Officer in accordance with the provisions of the Federal Acquisition
Regulation, Part 9.1. -- Award shall be made to the responsible Offeror
whose offer, conforming to this RFQ, is most advantageous to the
