Contractor is required to provide labor, consultation services and supervision necessary to provide counseling services. This is a negotiated procurement. Award will be based on the following evaluation criteria, listed in descending order of importance: (1) Methodology; (2) Quality and size of staff; (3) Past performance and (4) Total price.
