COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 6,1997 PSA#1967NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT Notice of Intent
to negotiate a sole source contract with Dr. Tony Fedler, University of
Florida, Department of Recreation, Parks and Tourism and Responsive
Management. The proposed contractors will assist the U.S. Fish and
Wildlife Service and the federally chartered Sport Fishing and Boating
Partnership Council in identifying and understanding the current state
of social and demographic knowledge pertaining to recreational fishing
and boating participation. These expert advisors have had myriad
experience in their respective fields of demographics. They have
collectively done research in human dimensions of recreational angling
and boating. The targeted audience will include recreational fishing
and boating organizations, groups and individuals(stakeholders). The
contractors will be involved in all phases, in which national issues,
problems and recommendations are identified, sorted and ranked by the
stakeholders. The Services will include identifying the best scientific
literature on why people fish, why they do not, why they drop-out,
angler market segments and population demographics to help determine
who fish and who doesn't. The contractors will establish a scientific
literature base to write a report on a national level regarding the
aforementioned concerns; the contractors will also identify the
limitations of the scientific literature with regard to research
methods, statistical analysis, and interpretation of results for
inclusion in the report; they will address the matter of gaps in data
and understanding and develop a focused statement of research needs;
compile resulting data into useable format using commercially available
data management software, to make statistical inferences, findings and
conclusions and provide advice at the national/regional stakeholders
meetings. Anticipated period of performance shall be from date of award
through August 1, 1998. Interested persons may identify to the
contracting office their interest and capability to satisfy the
Government's requirement within 15 days of this notice. No solicitation
document exists. A request for solicitation will not be considered an
affirmative response, however, if issuance of a solici- tation is
determined appropriate, requesting firms will be included on the
