Smiley, Contracting Officer, (423) 461-7986 The Department of Veterans Affairs (VA) is seeking proposals from public or private developers/operators (including ESCOs on the approved DOE or DOD lists) to finance, develop, operate and maintain a new, state-of-the-art energy center (with the possibility that such have co-generation capabilities if it results in a lower cost to VA) that would produce, provide and sell any/all utilities (electricity, steam and chilled water) to the James H. Quillen VA Medical Center at Mountain Home, (in Johnson City), Tennessee; East Tennessee State University's James H. Quillen College of Medicine; and at the developer/operator's option, to other public or private users. The long-term use of VA property and purchase agreement with the VA will be pursuant to VA's unique Enhanced-Use leasing authority. Utilities sold to each party would be pursuant to separate contracts. In addition to the development of the new energy center, this solicitation will include certain ECMs. At the option of the VA, and if found to be inthe best interest of the Government, there may be future delivery orders for ECMs at other VA Medical Centers.
