Environmental Protection Agency (EPA) requires Emergency and Rapid
Response Services (ERRS) to support removal program activities in
Region 5 -- Illinois, Indiana, Michigan, Minnesota, Ohio, and
Wisconsin. The ERRS services shall be conducted in accordance with the
National Contingency Plan (NCP), 40 CFR Part 300, Section 311 of the
Clean Water Act, as amended by the Oil Pollution Act (OPA) of 1990,
Section 104 of the Comprehensive Environmental Response, Compensation,
and Liability Act (CERCLA) of 1980, as amended by the Superfund
Amendments and Reauthorization (SARA) of 1986, and other applicable
Federal, State, and local regulations and statutes. Contractors shall
provide fully trained personnel, services, materials, equipment, and
supervision within a response period of forty-eight (48) hours to
accomplish containment, countermeasures, cleanup, mitigation,
restoration, transportation, and disposal of oil and/or hazardous
substances released in EPA Region 5. It is anticipated that two (2)
time and materials, indefinite delivery/ indefinite quantity type
contracts with fixed rates for labor and equipment and cost
reimbursement provisions for materials/other direct costs/subcontracts
will be awarded from this solicitation. The period of performance will
be one (1) base year with four (4) one (1) year options for a total of
five (5) years. Each contract will guarantee a minimum amount of
$500,000.00. The maximum amount of each contract will be determined at
time of contract award. Region 5 intends to utilize oral presentations
for best value source selection. Region 5 intends to award these
contracts without discussions. The solicitation document will be
available on the Internet at Region 5's homepage. The address is

a copy of the solicitation will be provided on 3.5" diskette in
WordPerfect 6.1 format or as a paper copy, upon request. Whether

documents in another format, interested firms should still submit a
written request to be placed on the solicitation mailing list to ensure
receipt of any amendments issued. Telephone requests will not be
accepted. The request should include the company name, address,
telephone and FAX number, business size, and a point of contact. All
responsible sources may submit a proposal for consideration. It is
anticipated that the solicitation will be released on or around
December 1, 1997. The solicitation closing date will be 45 days from
the release of the solicitation. A pre-proposal conference will be held
at Region 5's main offices in Chicago approximately 15 days after
release of the proposal. Proposals shall be submitted no later than
4:00 p.m., local time. Hand carried proposals shall be submitted to the
