This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation N00189-98-R-0010
is issued as a request for proposal (RFP). The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acuisition Circular 97-01. The RFP is 100% set aside for Small
Business. The standard industrial classification code is 3537 (500
employees). The requirement is for 01 Each hydraulic, engine driven
manlift capable of extending to a working height between 90 -- 100 ft.
The following salient characteristics apply. (1) Work platform shall
be configured to provide for operator safety. It shall consist of an
enclosed platform with inside hand rails, a sliding bar gate for access
into and out of the platform and an enclosed control box for operating
the platform and to protect against inclement weather. The platform
shall be able to rotate a minimum of 180 degrees and shall have air and
electrical connections to operate tools, etc. Additionally, it shall
provide for the following (a) working height between 90-100 feet, (b)
horizontal reach 80-85 feet, (c) platform capacity 550-700 pounds,
platform size 40-48 inches wide by 70-78 inches long. (2) The manlift
shall be configured for two (02) wheel drive and shall have an engine
capable of operating on both diesel and JP-5 fuel. (3) The manlift
shall be configured with night operating lights and travel lights
(drive and backup). (4) The manlift shall provide for minimal stowage
space when boom is retracted. No more than 35-42 feet in overall
length, 8-10 feet in overall width, with an outside turning radius
between 29-31 feet, nf a ground clearance between 13-15 inches. (5)
Working height of boom to be from 90-100 feet with a working range from
minus 15 degrees to plus 80 degrees. This requirement is subject to
technical evaluation. Where a range of dimensions is given (e.g.
working height of 90-100 feet) the lower dimension is the minimum that
will be considered technically acceptable, and the upper dimension is
the maximum. Contractors that fail to read or respond to the salient
characteristics of this requirement shall be found non responsive. All
contractors responding to this requirement shall provide technical
data for the proposed manlift. Contractors wishing to submit an offer
in response to this solicitaion are advised that any technical concerns
they may have with the salient characteristics herein specified, shall
be referred to the contracting officer prior to the closing of the
solicitation. The manlift is required to be delivered no later than 30
January 1998. Proposals shall specify FOB destination Norfolk, VA. The
provision at 52.21.-1 Instructins to Offerors-Commercial, applies to
this procurement. Evaluation of criteria for award in accordance with
52-212-2, Evaluation-Commercial Items shall consist of technical review
for compliance with salient characteristics described above, and cost
factors. Offerors are advised that they must submit a completed copy of
the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items with its offer. The clause at 52-212-4,
Contract Terms and Conditions-Commercial Items, applies to this
acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this accquisition. Commerce Business Numbered Note #22 (100%
set aside for small business) applies. Offers are due on 25 November
1997 at 4:00 P.M., local time, at the follwing address: Fleet &

Gilbert Stree Ste 600, Norfolk, VA 23511-3392. All offerors are to
provide cost of manlift and freight cost (shall equal proposed price).
