The Navy requires software support including baselining, modifying and testing the Multi-Source Correlator/Tracker software suite used in the Cooperative Engagement Capability (CEC) weapons system as modified for the Marine Corps. This requirement is being solicited on a sole-source basis from Solipsys Corporation, 6100 Chevy Chase Drive, Laurel, MD 20707, since the critical software module within the Multi-Source Correlator/Tracker, the Tactical Display Framework, is proprietary to the Solipsys Corporation. The duplicative costs that would be incurred and the time required to develop alternative software to accommodate scheduled tests and demonstrations already in active planning preclude using full and open competition procedures for these efforts. All tasking is to be completed within 60 days following issuance of a Purchase Order (PO). It is anticipated that a fixed-priced PO will be issued using Simplified Acquisition Procedures (SAP). No formal Request for Quote will be issued. The statutory 100%set-aside for small business concerns applies.
