Contracting Organization, Computer Technology Division, Procurement
Branch (DITCO-DTS42), Scott AFB, IL, intends to issue a contract for an
off-site storage facility for magnetic storage media (cartridge tape)
and for certain hard copy (paper) documentation for DMC-Sacremento. As
a minimum, the Statement of Work (SOW) requires, but is not limited
to, the following qualifications: a). Security-The successful vendor's
facility must meet Department of Defense (DOD) standards for media
storage for information identified as "sensitive-unclassified." Access
controls must be in place and have sufficient physical security to
meet DOD criteria. All personnel working with materials in the facility
must have a favorable National Agency Check and/or be bonded; b).
Shredder-The successful vendor's facility must have a shredder for
destroying hard copy (paper) documentation and follow a notification
procedure defined by DMC-Sacremento to process said items for
shredding; c). Shipment Control-The successful vendor's facility must
have a shipment control system that is "blind", i.e. the computerized
system tracks the shipment of tape/documentation by other than customer
to/from DMC-Sacremento and/or a designated recovery site and the vendor
facility; d). Access -- The successful vendor must have personnel
available at the vendor facility on a 7 day/24 hour/365 day basis; e).
Fire-Proof-The successful vendor's facility must have a non-damaging
fire suppression system. The facility must have a "dry" pipe sprinkler
fire suppression system as back-up and a smoke and particle monitoring
system; f). Environmental Controls-The successful vendor's facility
must be climate controlled. Internal temperature of the facility must
be no less than 65F and no higher than 75F. Humidity controls must be
in place so that the humidity range is between 20-35%. The facility
must be clean and clear of any dirt or debris. Animal contamination
controls must be in place to restrict access by mice, squirrels and
other animals; g). Transportation-The successful vendor is required to
provide a vehicle of adequate enough size to transport 620 tapes and
documentation to or from DMC-Sacremento in one trip; h). Vehicle
Environment-The successful vendor's vehicles must have the same climate
control capabilities as the vendor storage facility. The vehicles must
have a security system for controlling access to the cargo area.
Drivers must have a favorable National Agency Check and/or be bonded.
The facility must have access to air carriers for transportation of
storage media to remote locations in the event that DMC-Sacremento
experiences a disaster. Remote is defined as a location that can not be
driven in an 8 hour time period; I). Vendor Vehicle Access to McClellan
Air Force Base-The successful vendor's vehicles are required to have
valid vehicle identification to gain access to Air Force Bases,
installations, buildings and equipment for the duration of the contract
period; j). Transportation Containers-The successful vendor will
provide DMC-Sacremento with an adequate number of containers and of
such size that they can be easily moved from one area to another
without special handling equipment. The daily estimate of tapes to be
shipped to and from the storage facility is 620 (each way). Larger
shipments will be coordinated one-day in advance; k). Media Storage
Identification-The successful vendor must be able to identify
individual tapes and/or documentation so that a single item may be
retrieved and returned to DMC-Sacremento within 2 hours; l).
Timeliness-The successful vendor must be able to have from 1 to 620
tapes returned to DMC-Sacremento within two (2) hours of notification.
In the event of a disaster requiring recovery at a remote location,
the vendor, via air transportation or other means, must have all
requested tapes at the designated backup site within eight hours of
notification; m). The successful vendor's facility must be at least 25
miles away from DMC-Sacremento; n). Pick Up/Transportation-The
successful vendor shall travel to DMC-Sacremento daily to
pickup/exchange tape and/or paper media, seven days a week year round
regardless of federal or national holidays; o). Bar Code Labels-The
successful vendor shall supply bar coded labels that are used by the
vendor's bar code system, to the DMC-Sacremento personnel to attach to
the cartons; p). Locks-The successful vendor shall provide keyed-alike
locks (with a key or keys as required by DMC-Sacremento) for all the
cartons utilized by DMC-Sacremento; q). DMC-Sacremento reserves the
right, with 24 hour advance notice, to do an on-site inventory/audit of
materials stored in the successful vendor's facility. Request for
Quotation (RFQ) number is DCA200-98-Q-0032. Period of performance is 1
Jan 98 through 30 Dec 98. SIC Code 7379. `Companies who can provide
the above data storage system must indicate their interest in writing.
