Institute, National Institutes of Health is soliciting proposals to
conduct a scientifically sound evaluation of the Science Enrichment
Program (SEP). Evaluation activities shall begin in the Spring of 1998
and continue for five years (through the year 2002). SEP Evaluation
proposals will be solicited from eligible small businesses to develop
and implement the necessary survey instruments and aptitude tests;
develop and implement a system for collecting comparable types of data
across SEP sites, analyze the data, conduct site visits and submit
reports. Each eligible offeror shall have adequate office space,
qualified staff, appropriate equipment, and other resources necessary
to perform the statement of work. Key questions of the evaluation focus
on whether the SEP is effective and what explains or limits its
effectiveness. At least two SEP sites with significant geographical
distances between them shall have been established. Each site shall
have a minimum of 50 rising tenth-grade students for participation in
the SEP each summer. Only one award for the evaluation of the SEP will
be issued as a result of this solicitation. The award period shall be
for five years beginning April 15, 1998. This acquisition has been
designated as a small business Set-Aside. The solicitation is scheduled
