synopsis/solicitation for commercial items prepared in accordance with
format in the FAR Part 12 and FAR 13, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation to be issued, proposals are being requested from this
announcement, a written solicitation will not be issued. The Request
for Quote (RFQ) number is N00244-98-Q-0022. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-01. This solicitation is issued on a restricted
basis, utilizing Standard Industrialization Classification Code of 7349
with the business size standard set a $12million. FISC-San Diego is
announcing a requirement for the following: On-site, Full service
maintenance contract for Air ducts. Contractor is to provide all labor,
equipment, parts, material and travel costs to perform a cleaning
services for 1500 air ducts located at various locations aboard the
Naval Aviation Depot, Naval Air Station, North Island, San Diego, CA
92135. Period of performance: December 1, 1997 through September 30,
1998. Services will be performed on an as needed and when requested
basis throughout the life of the contract period. All services will be
performed on Saturdays and Sundays during the shut down of facilities.
A minimum of two days will be required for the maintenance services.
Services to be performed are to include: (1) removal, cleaning,
disinfecting of all air vents, registers, return air vents, grills and
diffusers. Painting will be performed as necessary. (2) The use of a
HEPA vacuuming system is required. (3) The contractor will be
responsible for the disposal/removal of all liquids and debris. (4) All
applicable OSHA and commercially accepted procedures and practices are
to be utilized during the course of the contract period. Contractors
submitting bids for this requirement are to submit the following
information: (a) Unit price for each air duct, inclusive of all labor,
material costs,equipment and travel costs. (b) Payment terms, Cage
code, duns/bradstreet #, Taxpayers ID #. A minimum of (2) references
(to include poc' and phone numbers) of current accounts that you are
performing this type of service for. (c) Inspection and acceptance will
be at destination. (d) Invoicing will be performed monthly. Contractor
will invoice for only the vents that have been services. Any work
outside the scope of the awarded contract is considered unauthorized,
and will not be honored unless written approval is obtained from the
requiring activity and the Contracting Officer. THE FOLLOWING

Applicable to Defense Acquisitions of Commercial Items, applies with

Preference for Certain Domestic Commodities. Any contract awarded as a
result of this solicitation will be a DO rated order certified for
national defense use under the Defense Priorities and Allocations
system. The government intends to make a single award of a Firm Fixed
Price contract to the most responsible offeror whose bid provides the
best technical and cost value to the government. The following criteria
will be used to evaluate the proposals information per Provision
52.212-2, Evaluation Commercial Items: Award will be made to the
offeror that meets the solicitations minimum criteria for technical
capability at the overall lowest pricing. To be determined technically
acceptable, the references provided will be reviewed and considered.
The government intends to make a single award of a Firm-Fixed Price
contract to the most responsible offeror whose bid provides the best
technical and cost value to the government. Offers from responsible
