This solicitation consists of grading, base, drainage and paving. This project includes: construction survey & staking; construction scheduling; contractor sampling & testing; 250 ton asphalt concrete pavement; 140 lnft concrete barrier; reinforced concrete head wall & wingwalls for pipe arch culvert inlet; 50 cuyd pumped grout; 850 ton untreated aggregate courses; 46 lnft pipe arch culvert (103"x71"); 1,500 cuyd roadway excavation; 270 lnft channel excavation; 1,100 cuyd unclassified borrow; 600 sqft gabions; 600 sqyd portland cement concrete pavement; 180 cuyd class 4 keyed riprap; 100 cuyd class 5 mechanically placed rock embankment; 210 lnft 2" pvc conduit; 75 lnft removal & stockpiling concrete barrier; 63 lnft guardrail removal; 240 lnft gabion basket removal; 2 slry unit seeding/mulching; and other smaller items of work. This project is located approximately 50 miles northeast of Halfway, Oregon. Work shall be completed by 5/1/98. Estimated price range is between $250,000 and $500,000. Presolicitation Notices are being provided to firms on this agency's mailing list concurrently with the publication of this synopsis. -- -- The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
