Program Office (WMG), Product Support Office (PSO), Contracting
Directorate (WMGK), Aeronautical Systems Center (ASC), Air Force
Material Command (AFMC), Eglin AFB FL, is seeking firms interested in
providing an Engineering and Manufacturing Development (EMD) effort for
the Advanced Unitary Penetrator (AUP), with a follow-on option to
procure approximately 1500 units to satisfy anticipated Air Force
requirements. Contract award date is unknown at this time (currently
projected for 1998). The baseline for the EMD effort will be the AUP
design resulting from the Wright Laboratory Armament Directorate's
(WL/MN) Advanced Development program (contract F08630-92-C-0004), with
Lockheed Martin, Electronics & Missiles, Orlando FL. A complete
reprocurement data package is not currently available. However,
significant technical data, preliminary drawings, and specifications
are available and access will be provided to potential suppliers. A
library of technical data produced from the Advanced Development
program is available for viewing at Eglin AFB, FL. Interested firms may
call the Contract Specialist or the Contracting Officer for further
information. The current design will be maintained to the maximum
extent possible, with the primary focus of the EMD effort being
improvements to producibility and reliability. The objective of the AUP
program is to design, develop, and produce an improved 2000 lb class
warhead compatible with Air Force and Navy weapons that currently
employ the BLU-109 warhead. Increased penetration capability will be
achieved without violating existing functional and physical interfaces
between the warhead guidance kit and weapon/aircraft or adversely
impacting the delivery conditions associated with the aforementioned
weapon systems. Additionally, BLU-109 compatible handling, transport,
and storage will be maintained. The system is expected to be compatible
with the Hard Target Smart Fuze and the Joint Programmable Fuze. The
AUP will be qualified (certifiable) for use on aircraft currently
certified to carry guided air-to-ground weapons employing the BLU-109.
The critical design review will be held approximately seven (7) months
after contract award. The design phase will be followed by an
environmental qualification and functional (sled and flight) test
series. The successful contractor will be responsible for total system
performance responsibility for systems integration of the warhead,
fuze, guidance unit, and aircraft interface and weapon performance
issues. It is anticipated that the first production option will be
exercised in mid to late FY 00. This synopsis is not a Request for
Proposal (RFP) or an Invitation for Bid (IFB). It is written with the
best information available to date (information is subject to revision)
and is not to be construed as a commitment by the Government. Responses
to this synopsis should be received within 30 days of the publication
date and are requested to state whether the potential source is a small
business concern IAW FAR 52.219-1. The AUP (end item) is unclassified;
however, selected design and performance information is classified up
to and including the "secret level". Potential sources are required to
be export-control certified, in accordance with DOD 5230.25, prior to
submitting a proposal. Certification may be obtained through the
Defense Logistics Services Center (DLSC), Battle Creek MI 49016-3412,
telephone number 1-800-352-3572. Fax a copy of your fully executed DD
Form 2345, Militarily Critical Technical Data Agreement, to the PCO
listed below. An Ombudsman has been appointed to address concerns from
offerors or potential offerors during the proposal development phase
of this acquisition. The Ombudsman does not diminish the authority of
the program director or contracting officer, but communicates
contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman shall
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
source selection process. Interested parties are invited to call
