46 -- REVERSE OSMOSIS (RO) DESALINATION PLANT SOL N00024-98-R-4009 POC David J. Dawson, SEA 02423D, (703) 602-0200, ext. 414 Modification: The Naval Sea Systems Command (NAVSEA) originally publicized its intent to solicit procurement N00024-97-R-4171 for Reverse Osmosis (RO) Desalination Plants and In-Line Brominators in July 1997. That requirement is hereby superseded by the following: The Naval Sea Systems Command has a requirement for four (4) Reverse Osmosis (RO) Desalination Plants with a rating of 12,000 gallons per day (GPD) and (4) In-Line Brominators. The requirement also includes: Engineering Services and Support, Selected Data, Provisioning Technical Documentation, and a Provisioned Item Order with two options for up to an additional sixteen (16) Reverse Osmosis (RO) Desalination Plants and In-Line Brominators, and up to 40 (8) hour mandays of Engineering Services and Support. The aforementioned requirements are being sought on a sole source basis because Village Marine is the only firm with the technical expertise and facilities capable of meeting the required delivery schedule for the LHA mid-life maintenance upgrade, beginning with delivery for the LHA -- 1 in September 1998. Any other manufacturer would have to build and test a first article unit and then manufacture production units for delivery, all of which would be in addition to the time required to hold a competition. NAVSEA is in the process of developing a performance specification that will be used for future competitive RO procurements, to allow manufacturers the opportunity to compete on the basis of either their own RO design or the Navy's Level III drawing package. Therefore, the procurement being synopsized will contain options that will be exercised only if and to the extent the Navy cannot obtain those requirements through the subsequent competition. Inasmuch as Village Marine Tec, 2000 West 135th Street, Gardena CA 90249, is the only company that has manufactured the Navy's Reverse Osmosis (RO) Desalination Plants in accordance with the Level III drawing package, it is the only company that has the capability to meet both the Navy's minimum needs and the required delivery schedule for this critical health and safety equipment. As indicated above, once these short term requirements are fulfilled all additional reverse osmosis desalination requirements are planned to be competed.
