This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 1425-97-17-14600 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 90-46. This acquisition is not a set-aside. The size standard is 500 employees and the standard industrial classification code is 3691. U S Bureau of Reclamation, Grand Coulee Washington has a fixed price requirement for the following items in accordance with the specifications herewith: Requirements for 3PP Battery A in accordance with the following specifications: A. Plante type cells with cast, solid, pure lead positive. Pasted-plate or grid type positive plates will not be allowed. The negative platesshall be the pasted-grid type. B. The cell posts shall be configured such that the intercell connectors are of the dual independent type. This post and connector design shall allow for the removal of any one of the parallel dual intercell connectors for maintenance/replacement while the battery remains in service. C. The cell jars shall be of a clear, fire-resistant material such as styrene acrylonitrile (SAN), to facilitate visual inspection. The jar lids shall be chemically welded to the jars using a tongue and groove joint. D. The post seals shall be a tongue and groove rubber system held captive in the lid. This seal shall allow for the normal elongation of the plates without deterioration of seal integrity. E. The Plante type cells shall retain 100 percent of rated capacity throughout the life of the battery. The rated life expectancy of the battery shall be at least 25 years. F. Each cell shall be fitted with a flame arrector vent cap. The cells shall be Alcad, Type SGH-31, or equal. The battery must meet the specifications shown above. CLIN0001 -- Battery, Plante type, station type, consisting of 58 individually cased lead acid cells, nominally rated 125 VDC; rated 1,730 amp-hours on the 8-hour rating when discharged to a minimum of 1.75 volts per cell. The battery shall meet the specifications shown previously for 3PP Battery A. Alcad Model SGH-31, or equal. -- 1 lot; CLIN0002 -- Rack, battery, for the batteries supplied under CLIN0001. The rack shall be in three sections; two at 15 foot and one at 14 foot respectively. The rack shall be of the two-step type, seismically rated to meet the requirements of Uniform Building Code Seismic Zone 4. Two each of Alcad Models RM2S-15EQ and one each of Alcad Model RM2S-E14EQ, or equal -- 1 lot; CLIN0003 -- Connector, intercell -- The supplier shall provide all necessary intercell connectors for the complete installation of CLIN0001 onto the racks (CLIN0002). The intercell connectors shall be the dual independent type, such that the battery can remain in service with one of the dual connectors removed; also, supplier shall furnish connectors equal to 20 percent of those required above for spare parts -- 1 lot; CLIN0004 -- Grease, non-oxidizing connection compound for use in installation of CLIN0001, plus additional grease in the same amount, to be kept on hand for stock -- 1 lot; CLIN0005 -- Jumpers, typical for this battery and rack. An additional two jumpers of three foot and six foot are also required; CLIN0006 -- Provide the Government with a disposal company with service to the Grand Coulee Dam Washington area which would provide disposal of the existing 60 cell lead acid station batteries in accordance with all Federal and Washington state regulations; and who will furnish certified documentation of the disposal of the existing batteries in conformance with regulations -- 1 each. The successful low bidder will be responsible for the disposal of the existing batteries. The items must be delivered to U S Bureau of Reclamation, Warehouse B -- Door 6, Industrial Area, Grand Coulee WA 99133 by February 6, 1998. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors -- Commercial Items (JUN 97), 52.212-3 Offeror Representations and Certifications -- Commercial Items (JAN 97), 52.212-4 Contract Terms and Conditions -- Commercial Items (MAY 97), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 96), and 52.247-34 F.O.B. Destination (NOV 91). Clause 52.212-5, paragraph (b) is tailored to incorporate the following clauses by reference: 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.225-18. The Government intends to make a single award to the responsible bidder whose bid is most advantageous to the Government, based on items meeting the specification, delivery schedule, and price and price-related factors considered indescending order of importance as listed here. All sources responding to this Request for Quotation shall do so in writing. All sources responding to this synopsis shall submit information relating to business status, including identification as to whether small, large, minority-owned, and/or women-owned.
