EXISTING ELECTRICAL POWER TRANSFORMER, ASSEMBLY MUST MEET ATTACHED
SPECIFICATIONS. (SUBJECT TO THE AVAILABILITY OF FUNDS) SOL
EMV-1998-RQ-0001 DUE 120897 POC JANET L. HIGGS, 540/542-2307 DESC: This
is a combined synopsis/solicitation for the replacement of a core and
coil assembly for an existing Square D Electrical Power Transformer.
Assembly must meet specifications: 1.0 General: This specification is
for a replacement core/coil assembly for an existing transformer. This
transformer is a Square D Class 7320 Power-Cast Unit with Serial No.
916021-C. This assembly shall exactly replace the existing core/coil
assembly, shall fit in the existing enclosure, and shall connect to the
existing transformer cables and busses. 1.1 The average temperature
rise of the transformer windings shall not exceed 80 C when the
transformer is operated at full nameplate rating. The transformer shall
be capable of carrying 100% of nameplate kVA rating in a 40 C max, 30
C average ambient temperature as defined by ANSI C57.12.00. 2.0 Ratings
2.1 The transformer shall be rated 1000/1500 kVA AA/FFA. Primary
voltage shall be 2400 volts delta. Secondary voltage shall be 480 volts
delta. Transformer shall be 3 wire, 60Hz with two each 2-2 1/2%
full-capacity primary taps below normal and two each 2- 1/2% full
capacity primary taps below normal. Impedance shall be 5.75%, + 7-
1/2%. Sound level shall not exceed the maximum specified by NEMA TR --
1, 1980 for the applicable kVA size of dry-type transformer. Primary
and secondary BIL shall be 60 KV respectively. 3.0 Construction 3.1
Both HV and LV windings shall be of copper conductors. HV and LV
windings shall each be separately cast as one rigid tubular coil, and
arranged coaxially. Each cast coil shall be fully reinforced with glass
cloth, and cast under vacuum to assure complete, void-free resin
impregnation throughout the entire insulation system. Reinforcement
with suspended particulate matter (filled-resin) is not acceptable.
Coils shall be supported by cast epoxy bottom supports and space blocks
and spring-loaded top blocks in order to absorb thermal expansion and
contraction of the coils. There shall be no rigid mechanical connection
between HV and LV coils. 3.2 The windings must not absorb moisture, and
shall be suitable for both storage and operation in adverse
environments, including prolonged storage in 100% humidity at
temperatures from -40 C to +40 C and shall be capable of immediately
being switched on after such storage without pre-drying. 3.3 The
transformer core shall be constructed of high grade, grain-oriented
silicone steel laminations, with high magnetic permeability. Magnetic
flux density is to be kept well below the saturation point. The core
shall be cruciform in shape, with mitered joints to keep core losses,
excitation current and noise level at a minimum. The outside surfaces
of the core shall be protected against corrosion by painting with a
suitable coating after assembly. 3.4 An enclosure is not required, as
this assembly will be installed in an existing enclosure. The assembly
must fit in the existing enclosure, and all connections must match
those of the existing core/coil assembly. 4.0 Accessories 4.1 The
existing transformer was provided with provisions for future forced air
cooling, and the new assembly shall match this construction. This shall
include mounting provisions for fans, bussing sized to the fan-cooled
rating and temperature sensors designed to work with the existing fan
control system. 5.0 Standards and Tests 5.1 The transformer shall
comply with all applicable portions of NEMA TR-1, ANSI C57.12.00 and
ANSI C57.12.01. According to the format in FAR SUBPART 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; Bids are being
requested and a written solicitation will not be issued. The
Solicitation Number is EMV-1998-RQ-0001. The Solicitation is issued as
a Request For Quotation (RQ). The solicitation document and
incorporated Provisions and Clauses are those in effect through Federal
Acquisition Circular 97-01. This procurement is a Small Business
Set-Aside. The SIC Code applicable to this RQ is 3612. The Small
Business Size Standard is 750 Employees. Evaluation: The government
will award a Purchase Order resulting from this solicitation to the
responsible bidder whose bid conforming to the solicitation will be
most advantageous to the Government, Price and other factors
considered. Contractor must meet all the requirements detailed in this
solicitation. Technical is of greater importance when compared to
