Materials Division at Patuxent River Maryland intends to procure UNDER
FULL AND OPEN COMPETITION a MicroProbe Ultra Violet (UV) Laser
Ablating Inductively Coupled Plasma (ICP) Mass Spectrometer (MS) SYSTEM
to uptake solid and liquid material sampling to determine the percent
of inorganic elements. The UV Laser must be able to ablate conductive
as well as non-conductive materials. The UV Laser must be able to
sample small pot sizes of 10 Microns (um) in diameter or smaller,
sample position control of 1.25 Microns or less and to perform
sectional analysis of 30 um thin or less. The instrument provided shall
perform fully automated, unattended multi-element analysis with high
precision and accuracy using the National Institute of Standards and
Technology (NIST) Procedures, to include: all plasma parameters such as
gas flows, plasma power, X-Y-Z Sampling position, ion lens voltages,
and detector modes, voltages and protection control. The instrument
supplied must be a full production system, nota prototype or
pre-production model, and the vender is to provide evidence of an
existing U.S. user-base list of Laser ICP MS System. Laser sampling in
ICP-MS measurements must allow for clear interruption of the Laser
Ablation during sample stage translation. The viewing magnification
must be at least 50x to 150x or greater. The Government requires
available research and applications personnel to work with the
Materials Laboratory Staff for the following project areas: 1) The
creation of software for composition as well as traditional percent
elemental of samples 2) Pellet standards, NIST/Navy traceables, for
quantitative MicroProbe UV Laser Analysis. The term of the contract
shall be for one base year and one option year. The base year will
include delivery, installation, and an inclusive warranty on the entire
system for one year. The warranty will cover parts, labor, and any
maintenance required for system performance. The warranty will include
remote diagnostics and advanced applications support, on-site
preventative maintenance service, repair and replacement of parts and
assemblies, laser replacement, software maintenance (Software
Upgrades), all associated labor and travel cost for work performed
during normal working hours (8:00 a.m. to 5:00 p.m.)for a period of 1
year with an option to purchase an additional warranty year. The
Standard Industrial Classification (SIC) Code for this effort is 3826
