DAAB07) (i) This is combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. (ii)
Solicitation DAAB07-98-0003 is issued as a request for proposal. (iii)
The solicitation documentation and incorporated provisions and clauses
are those in effect through the Federal Acquisition Circular (FAC)
97-2. (iv) The Standard Industrial Classification (SIC) code for this
acquisition is 7372 and the small business size standard is 750
employees. We intend to acquire this proprietary software, license and
maintenance from Ultimus as a sole source procurement under the
authority of FAR 6.302-1. (v) Contract line item is as follows: 0001
Ultimus Workflow Suite -- Catalog No. U-84321-V3, 6 each 0002 Client
Licenses -- Per Base, Unlimited, Size 51-100 users 0003 Comprehensive
Maintenance Plan, 6 each 0004 Shipping & Handling, 1 Lot (vi) Ultimus
software is used to support the SBIS project. Software must be
compatible with Ultimus software already fielded to 28 bases. (vii) All
items delivered under any resulting contract shall be shipped, FOB
Destination, by 1 December 1997 to: U.S. Army Information Systems
Software Center (ISSC), ATTN: AMSEL-RD-SE-IS-ESO, 4035 Ridge Top Road,
Room 303, Fairfax, VA 22030; MARK FOR: PM ISM/SBIS. The point of
contract for delivery is Cheryl Maloney at (703)275-9497. (viii) The
provision at 52.212-1, Instructions to Offerors-Commercial Items (June
1997), applies to this acquisition. The period for acceptance of
offers is 10 days from date of announcement in the CBD. (ix) The
provision at 52.212-2, Evaluation-Commercial Items (Oct 1997) applies
to this acquisition. Evaluation of offers will be based on technical
acceptability, delivery, the offeror's record of past performance, and
price. (x) Offerors shall include a completed copy of the provision at
FAR 52.212- 3, Offeror Representations and Certifications-Commercial
Items (Jan 1997), with its offer. The CECOM Acquisition Center Fort
Huachuca Contracting Office (CISSB) has established an Electronic
Bulletin Board (EBB) as a way of transmitting contractual information.
The EBB is a Dial-in/Telnet system which can be reached using the
following phone numbers: (520)533- 0132 through 0138, or, for TELNET
IP:138.27.160.159. Note: You cannot download files via TELNET, you must
use File Transfer Protocol (FTP) to retrieve files after you identify
the files that you require. Through the EBB you can download full text
RFPs and other information. The EBB also features e-mail which is the
preferred method for communicating with the Contracting Officer or
Specialist regarding an RFP or other item. Each RFP has its own e-mail
address which is shown on the EBB as its contract number.
Communication parameters for the EBB are as follows: Data rate: 1200bps
to 2880bps (Hayes Optimas 28.88 V.FC modems are used); Parity: no or
none; Data bits: 8; Stop bits: 1; Referenced FAR clauses can also be
accessed via the internet at http://farsite.ill.af.mil/ (xi) The clause
at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Ma
1997) applies to this acquisition. There are no addenda to this
provision. (xii) The clause at FAR 52.212-5 (Aug 1996), Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. FAR Clauses
