DFSC: 1. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation ; proposals are being
requested and a written solicitation will not be issued. 2.
SP0600-97-R-0012-0002 is issued as a request for proposal (RFP). 3. The
solicitation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-01. The terms and
conditions of the RFP SP0600-97-R-0012 are incorporated by reference.

4. No set-asides. 5. Into-Plane delivery of aviation fuels for overseas
locations include the following items: WMKK BV (IP8 w/FSII), 120,000 US
gallons into-plane at Kuala Lumpur International Airport, Malaysia.
Alternate products are WMKK BU (JET A-1 w/FSII) and WMKK AU (Jet A-1
w/o FSII). 6. N/A. 7. Dates and place of delivery are as follows Date
of Award through September 30, 1998, Kuala Lumpur IAP, Malaysia. 8. The
provision at 52.212-1, Instructions to Offerors Commercial, applies to
this acquisition and addenda as under RFP SP0600-97-R-0012 is
incorporated with the exception of Clause B15.02, Supplies and
Estimated Quantities to be Furnished and B19.38, Economic Price
Adjustment. B15.02 modified information is as under number 5 above. See
points of contact for modified B19.38 information. 9. The provision at
52.212-2, Evaluation Commercial Items, is applicable. The Government
will award a contract resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price and other factors
considered. 10. You are requested to include with your offer the
provision at 52.212-3, Offeror Representations and Certifications
Commercial Items. For a copy of those certifications see points of
contact. 11. The clause 52.212-4, Contract Terms and Conditions
Commercial Items, applies to this acquisition and addenda as under the
solicitation RFPSP0600-97-R-0012 applies including Military
Specification for fuel, MILSTD1548C. 12. Clause 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
Commercial Items, applies to this acquisition and additional FAR
clauses 252.219-7003, 252.219-7006, 252.219-7007, 252.225-7036,
252.233-7000 and 252.249-7001 cited in the clause are applicable. 13.
No additional requirements or terms and conditions such as contract
financing arrangements, warranty requirements or GSA Delegation of
Procurement Authority (DPA). 14. Defense Priorities and Allocations
System (DPAS) and assigned rating are not applicable. 15. No comments
