Sr., rpnoone. The U.S. Army Tank-automotive and Armaments Command is
seeking potential sources to provide for the development and production
of alternatives to current anti-personnel mines. The need exists for
battlespace shaping and force protection against personnel threats. A
presidential statement of 17 September 1997 announced the United States
goals to end the use of pure anti-personnel mines (APLs) outside of
Korea by 2003 and in Korea by 2006. The current battlefield functions
of anti-personnel mines are: deny unrestricted maneuver to the enemy;
provide delay to enhance effects of other weapon systems; provide
alert/warning to friendly forces; and produce desired effects (lethal
and non-lethal). In keeping with national policy, lethal proposals must
provide means to discriminate targets and cannot leave a post conflict
residual risk. Interested firms shall submit a White Paper of no more
than 10 pages, outlining their capabilities, facilities, related
experience, and technical approaches to U.S. Army TACOM-ARDEC, ATTN:

Picatinny Arsenal, NJ. Any submission exceeding 10 pages will not be
considered. A complete set of background information required for
adequate preparation of White Papers, including further evaluation
criteria, is available; requests should be faxed to Robert P.Noone, Sr.
Contract Specialist at 973-724-4662 (responses may be by FAX, cc:mail,
or Internet. White papers must be submitted no later than close of
business 4 December 1997 (extension will not be considered) and will be
evaluated based on the following criteria. The first criteria is go/no
go (must be met in order to be considered for award of a purchase
order). The remaining criteria will receive a merit rating and are
listed in descending order of importance, except for the final 2
criteria which are of equal importance: ability to meet DOD
requirements for alternatives to anti-personnel landmines how well the
concept meets the operational needs the technical complexity of the
proposed approach related experience in proposed areas demonstrated
ability to meet milestones The Government intends to conduct an
Industry Day on 20 November 1997 (1300 hrs to 1700 hrs) through 21
November 1997 (800 hrs to 1200 hrs) to provide further guidance and
answer questions regarding White Paper submissions. All interested
parties are encouraged to attend. The event will take place in the
Command Conference Room of Building 1, Picatinny Arsenal, NJ. By 13
November 1997, all persons planning to attend Industry Day must provide
a letter from a corporate signator indicating by name and position
those who are authorized to attend. Attendees will be required to show
a photo ID to be admitted. The Government plans to release a draft RFP
prior to Industry Day with a follow-up formal RFP released on or about
4 December 1997. The Government contemplates that the evaluation of
the White Papers will result in the placement of multiple purchase
orders for up to $100,000 each with a period of performance of sixty
days. No extensions will be granted. The intended purpose of the
purchase orders will be for the contractors to prepare a proposed
performance specification for their item, technical and management
proposals in the form of oral presentations, and written cost proposal.
The Government anticipates that proposals prepared as a result of these
purchase orders will be used as the basis for evaluation for the award
of multiple, two-phase, 42 month Integration, Engineering & Production
(IE&P) contracts. The Government intends to issue a separate synopsis
and formal RFP for these 42 month IE&P contracts prior to the award of
the purchase orders. The Government also intends to release a draft
RFP (on or about 10 Nov 97) prior to Industry Day. The formal RFP will
also provide an opportunity for anyone who did not submit White Papers
or were not awarded a purchase order to submit proposals for the 42
month IE&P contracts. Only those offerors who have submitted White
Papers and are selected foraward of purchase orders will be paid for
their proposals in response to this RFP. Others may respond as they see
fit to the RFP and submit proposals for evaluation, but will not be
paid for the preparation of those proposals. The formal RFP will
include the final evaluation factors for award of the 42 month
contract. The awards (in general terms and subject to change in the
final RFP) will be based on an offerors ability to: adhere to the
Mission Need Statement demonstrate low technical/schedule risk
demonstrate best value past performance Contractors are hereby notified
that certain information on this program is classified and covered by
a Security Classification Guide (SCG). You are further advised that
certain information, for security reasons, may not be releasable to
foreign sources. The final SCG and DD Form 254 will be included as part
