Vera M. Duberry, ONR 253, (703) 696-2587. The Department of Defense has
a requirement for a program administrator to conduct the Science and
Engineering Apprenticeship Program for High School Students (SEAP),
Science and Engineering Apprenticeship Program for Continuing College
Students -- SEQUEL (SEAP-CQL), Teaching New Technology (TNT) and the
Science, Technology and Research Students (STARS). The Science and
Engineering Apprenticeship Program (SEAP) is a Washington, DC area
non-residential program that places approximately 650 high school
students in local Army and Navy laboratories for R&D work during the
summers; the Sequel to SEAP (CQL) allows approximately 105 college
students who had participated as high school SEAP students to compete
for summer placement; the Science, Technology and Research Program
(STARS) provides workshops and field trips to introduce approximately
30 junior high students to science activities and opportunities,
additionally 1500 area junior and senior high school students
participate in a career awareness workshop; and the Teaching New
Technology program enrolls approximately 20 high school teachers in a
3 credit hour graduate course that exposes the secondary education
teacher participants to significant advances in engineering science and
technologies and to teaching methods and programs to involve young
people in science and engineering activities. Additionally,
approximately 12 selected teachers continue on to a 3 credit hour
graduate laboratory research experience where they pursue laboratory
research and thus become more aware of current technologies and student
opportunities. The scope of the work involves designing, printing, and
disseminating student and mentor application forms; publicizing and
recruiting for students and mentors at area high schools and Army/Navy
laboratories; coordinating the program time lines for events and
requirements; paying academic awards to student participants; providing
facilities for classes/seminars, opening and closing ceremonies, and
the science and engineering career awareness workshop; planning field
trips, workshops, seminars and other professionally oriented
activities; preparing checks for academic awards for student
participants, establishing class sizes, curricula and selection
criteria for the 3 credit hour graduate course for secondary teachers.
The Department of Defense is seeking parties capable of performing the
services identified in the scope of work. Responses to this sources
sought announcement should address your capabilities and experience in
the areas identified in the scope of work. Interested parties are
requested to submit their written response to the Office of Naval
Research, 800 North Quincy Street, Attention: Ms. Vera M. Duberry (Code
253), Arlington, VA 22217-5660 within fifteen days from the date of
this announcement. Interested parties are also requested to identify
whether they are a Small Business (SB), Small Disadvantaged Business
(SDB), Women-Owned Small Business (WOSB), or Historically Black College
and University and Minority Institution (HBCU MI). The Government
reserves the right to set-aside this procurement for the exclusive
