German, Contracting Officer, 202/307-0613 The Office of Justice Programs(OJP) intends to award a sole source purchase order to Voice Processing Plus, 9745 West Maple, West Bloomfield, MI, 48322, for a custom-designed interactive voice response system as an interface to OJP's SF 169 system. This project requires an experienced contractor that can provide the expertise needed to develop a system which will utilize the methodology used for development of OJP's PAPRS system which was originally developed by Voice Processing Plus. It is recommended that Voice Processing Plus design this system because (1) the original system and the new system will share hardware platforms, (2) contractor is already familiar with our database structures and (3) the voice and system logic must be the same. Using Voice Processing Plus to develop this system would be more cost-effective for the Government, will require no learning curve for the contractor, and would require a shorter development time. This purchase order will be negotiated under the authority of 41. U.S.C. 252(c)(1) -- Only One Responsible Source with Unique Capabilities. This is not a request for quotations.
