The National Institutes of Health, Office of Procurement Management intends to award a sole source contract to R.O.W. Sciences, Inc., 1700 Research Blvd., Rockville, MD 20850. The requirement is for technical IT support services for a scientific database supporting project CASPAR, a project investigating complex diseases such as diabetes and Alzheimer's disease, and FASTLINK project software. This synopsis is in accordance with FAR Part 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and will be negotiated using the commercial item simplified acquisition procedures. This contract action is for services for which the Government intends to negotiate with the only known source capable of meeting the Government needs as to quality output, and design and performance compatibility. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information secured as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
