Division of the Naval Air Warfare Center Aircraft Division (NAWC-AD),
Patuxent River, MD, measures the radar cross section (RCS) of military
and civilian aircraft. Multiple measurements are taken simultaneously,
using eleven (11) pedestals located at Building 1406 at the Patuxent
River Naval Base. NAWC-AD requires the "improved" refurbishment and
upgrade of one Scientific-Atlanta (SA) 3106 pedestal and the "standard"
refurbishment of four pedestals of either the model SA-3106 or model
SA-3204 variety. The contractor shall perform the following improvement
and modernization tasks on each of the 5 pedestals covered by the terms
of this contract: i) Replace existing motors with new DC permanent
magnet motors with integral tachometers; ii) Replace existing silicon
control rectifier power control units with new pulse width modulated
units in both the azimuth (AZ) and elevation (EL) axes; iii) Completely
disassemble, sandblast, prime and paint each pedestal for outdoor
application; iv) Perform complete acceptance test procedures (ATP) at
government facility to original SA-3106 or SA-3204 specifications, plus
any additional pointing accuracy requirements (i.e. encoder option); v)
Provide a Local Control Unit (LCU) necessary for ease of maintenance;
vi) provide a written pointing error test procedure. The contractor
shall measure and document the static and dynamic pointing error upon
completion of the refurbishment; vii) the contractor shall also perform
two sets of ATPs. The first ATP will take place at the contractor's
facility before return shipment to NAWCAD. The second ATP will take
place at NAWCAD after the government reinstalls the pedestals. The
contractor's ATP (at both sites) shall contain procedures for
measurements including but not limited to verifying the following modes
of pedestal controller operation: standby, slew, manual, slave, stow,
remote. In addition to the manual pedestal controller modes, the
contractor shall verify, during testing at NAWCAD, modes indicated via
IEEE-488 interface using Metric and TSPI's Multiple Antenna Position
System (MAPS). The MAPS outputs digital data commands compatible with
the Scientific Atlanta SA-3840 controller. After reinstallation by
government personnel, the contractor shall perform any adjustment
necessary to balance, calibrate (e.g., servo compensation), level
(within 0.1 millimeter of the vertical), and align the pedestal. The
contractor shall make all adjustments with the pedestal's full
operational payload and configuration and shall provide all necessary
test equipment and tools. During the testing at NAWCAD, the contractor
shall use the government's operational payload (e.g., reflector,
cabinets, RF equipment, counter weights, etc.) installed on the
pedestal. The contractor shall complete the upgrade, both sets of
tests, and alignment/calibration of each pedestal within 56 days (i.e.,
8 weeks) from the time the pedestal is shipped from the government
facility. The contractor shall replace the existing synchro assemblies
in both axes with new 19-bit encoders (AZ and EL) to improve the data
take-off or pointing accuracy to +/- 0.005 degrees and the RMS
pointing accuracy to +/- 0.004 degrees. The contractor shall replace
the existing tracking controller (SA-3840) with a new tracking
controller compatible with the new encoders and 100% compatible
(including IEEE-488 interface and remote control commands) with the
existing SA-3840 controller. If interested parties are capable of
providing a pedestal refurbishing service that meets all of the above
