Vitale, 202/708-6088 Provide National Asset Advisory Services for the General Services Administration.GSA is seeking expert assistance from private industry to help make the best, most informed business decisions with respect to specific real estate transactions and its portfolio in general.In addition, GSA is seeking expert advisory services with respect to the complexities of real estate financing and capital markets.This will include providing comprehensive real estate portfolio and asset management consulting services to GSA.The successful contractor(s) shall use the best practices of private and public high volume real estate portfolios and their various methods of management, operation and analysis; trends and factors influencing real estate transactions; underperforming assets and a record for turning around asset performance; accounting of real estate income and expenses, capitalization and amortization; capital investment/divestment opportunities and innovative and cost-effective alternatives to typical real estate financial techniques.The successful contractor(s) shall provide specific market related advice in the forty-four major GSA markets as required in order that the contractor can conduct the necessary studies and consultations with an appreciation for local market nuances.Services shall commence on or about February 1, 1998, and continue for a period of one year with the Government having the unilateral option to renew for four additional one year periods.Formal source selection procedures will be used (see FAR 15.6).The Government intends to award without discussions so offerors should not expect to have an opportunity to correct deficiencies in their offers.The evaluation factors for award include:Quality of Past Performance in performing Similar Requirements; Quality and Experience and Personnel, Including the Offeror's References; and Quality of Approach/Management Plan and Depth of Understanding of Proposed Tasks and Special Requirements.A pre-proposal conference is tentatively scheduled for December 8, 1997.Additional details on this conference will be provided in the solicitation.Copies of the solicitation will be available on or about November 20, 1997 and may be obtained from the Contracting Officer by FAX at 202/260-9316 or e-mail:becky.vitale@gsa.gov.All responsible sources may submit an offer which will be considered by the agency.***** (0310)
