The Stars and Stripes are two daily newspapers serving the Pacific, circulation 23,000, and Europe, circulation 42,000. The publication design consultant shall produce a common design for the two newspaper's publications that meets the following criteria: a. Functional and quickly executed under deadline pressure; b. Attractive to the readership of Americans abroad; c. Consistent with the philosophy of a paper designed for a military audience with the traditions and designs of the two papers; d. A design that is flexible enough to allow creativity but structured enough to look cohesive; e. A design that incorporates tasteful use of color in many elements. The design parameters shall include the following: a. Overall appearance of the paper; b. The front page; c. Masthead; d. Body type; e. Headline type; f. Sigs and logs; g. Specialty pages; h. Magazine and magazine fronts; i. Inside news and feature pages; j. Sports, business and other specialty sections; k. Stock and television grids and sports agate; l. Classified advertising; m. General guidelines for display advertising. The Contractor shall be prepared to start re-design of the publications within 7 calendar days after date of contract award, with the final design to be completed and delivered within 60 days of contract award. All responsible sources may submit an offer which shall be considered by the agency.
