The General Services Administration (GSA) is issuing an indefinite delivery, indefinite quantity (IDIQ) solicitation for auditing services and federal financial management services, SIC 8721. These services will assist federal government agencies in improving their financial performance, and facilitate the federal government's response to various requirements of federal laws, regulations, executive orders, and circulars. The auditing services in this solicitation include: financial audits such as CFO Act financial statement audits; financial related audits such as financial compliance audits; performance audits such as economy and efficiency audits; recovery auditing; other miscellaneous activities of an audit organization which may include assisting a legislative body by developing questions for use at hearings and performing investigative work; and audit related training services to include but not limited to course development and instruction to support the audit and reviews, and compliance with government acts. The financial management services in this solicitation include: accounting services; budgeting services; financial management systems; financial reporting & analysis, financial planning & performance measurement; asset management; other financial management services to include due diligence services, specifically excluding due diligence services for sale of assets and loan servicing; and financial management related training services to include but not limited to course development and instruction to support financial management regulations and compliance with government acts. The resultant number of multiple award contracts will be used on a non-mandatory basis by all Federal agencies in the 48 contiguous states and the District of Columbia. The contract period will be for five (5) years with one-five year options, and there will be an open season every two years. Vendors will be required to be Electronic Data Interchange (EDI) capable. Training Services included in this solicitation are 100% Set-Aside for Small Business: audit related training services to include but not limited to course development and instruction to support the audit and reviews, and compliance with government acts; and financial management related training services to include but not limited to course development and instruction to support financial management regulations and compliance with government acts.
