717-221-4454 The General Services Administration (GSA) maintains a
Prequalified Small Business Contractors List for Construction Services
(Prequalified Contractors List) for the following geographic
locations: DAUPHIN, YORK, CUMBERLAND, FRANKLIN, LEBANON, AND LANCASTER
COUNTIES IN PENNSYLVANIA. The Prequalified Contractors List is being
used by GSA for a two year test period ending March 31, 1999. Should
the Test of the use of the Prequalified Contractors List prove to be
successful, GSA may continue to utilize, update, and maintain the list.
The Prequalified Contractors List will be limited to small business
contractors, including small disadvantaged business and small
women-owned business concerns, interested in performing building repair
and alterations work (construction services) for the GSA that have met
certain minimum qualification standards regarding experience and past
performance, capability to provide bonding or other payment
protections for subcontractors, and to meet other requirements
regarding conducting business electronically. The Prequalified
Contractors List is used for projects costing more than $2,000 but less
than $100,000. General construction contractors as well as major trade
contractors ( i.e., electrical, painting, asbestos removal,
demolition, etc.) may apply for placement on the Prequalified
Contractors List. The Small Business Act requires that purchases
between $2,500 and $100,000 be reserved for small business concerns
unless a determination is made that there is no reasonable expectation
of obtaining quotations from two or more small business concerns that
will be competitive in terms of price, quality and delivery. In
addition, Congress designated GSA as one of the agencies to participate
in the Small Business Competitiveness Demonstration Program. Under the
program, procurements of $25,000 or less are reserved for emerging
small businesses if there is a reasonable expectation of obtaining
quotations from two or more emerging small businesses that will be
competitive in terms of price, quality, and delivery. The Demonstration
Program is currently scheduled to expire September 30, 1997. Therefore,
contractors must be a small business concern in order to qualify for
placement on the Prequalified Contractors List. Once a requirement for
construction services is identified GSA will only solicit quotes from
firms on the Prequalified Contractors List for purposes of performing
the individual construction projects. Small businesses placed on the
Prequalified Contractors List will receive electronic notification via
E-mail or facsimile of contracting opportunities within the above
referenced dollar range and will be invited to submit a quote either by
E-mail or facsimile. Interested small business concerns should request
an Application for Placement on the Prequalified Contractors List by
contacting (insert name, title and phone number E-mail address).
Facsimile requests may be submited to (insert name, FAX number and
title). Applications will be evaluated by GSA officials and small
businesses will be advised within 30 days whether or not they have been
