16 -- LOGISTICAL SUPPORT FOR THE C-5 MAINTENANCE MISSION AT WARNER ROBINS AIR LOGISTICS CENTER SOL SPO410-98-R-0383 DUE 111397 POC 1LT Megan Monaghan at (804)279-3876 or Sherrill King at (804)279-5127 EVALUATION CRITERIA: The five criteria listed below are in descending order of importance, with the last three criteria being of equal importance. 1. Elimination of backorders. Proposal provides a detailed plan to expedite backorder conditions. 2. Parts provisioning of all OEM Proprietary materiel. Proposal includes a partnership with all OEM's and addresses teaming to execute the program. 3. Forcasting capability to monitor on-hand assets and attrition rate, and to provide items which the contractor will purchase to satisfy the maintenance function during the life of the contract. The proposal addresses the following critical elements: level of advancement of system, suitability of the Management Information System (ease of use, single point of order/follow-up, easy access to status report, forecasting tools, security issues, training), and seamless interface with DLA/AF legacy systems and alternate plans in event of failure/outages. 4. Distribution depot functions, such as pick, pack, and shipto either Warner Robins supply store or the production line, for direct support in synchronization with the maintenance customer's needs. The proposal identifies how the offeror will establish and meet or exceed the following Logistics Response Time (LRT) goals: order to receipt (normal processing), combat readiness order to receipt (expedite processing), surge capability order to receipt (unscheduled workload processing), field level failures order to receipt (unscheduled workload processing). 5. Management of existing DoD stock and ongoing management of stock as DLA or the contractor continues to buy in support of the C-5 maintenance function at Warner Robins. The Proposal addresses how the offeror will manage use of existing DLA inventory and future DLA and contractor purchases. (0311)
