This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, No. F02604-98-T0071 is issued as a request for quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-1. This acquisition is unrestricted; SIC: 3448; Size Std.: 500 employees. Prefabricated Building to include the following: Deliver and install a telecommunications shelter at Luke AFB inside the fence surrounding the 969 water tower. The shelter will be installed on a supplier provided cement pad floated level with loading appropriate for the equipment (450PSF min). The use of copper reinforcing mesh to improve grounding is encouraged but not required. Configuration: Interior dimensions are 12' WIDE (not to exceed 15') x 18' LONG (not to exceed 20')x 10'8" HIGH (not to exceed 12'). Maintaining the lowest possible profile is a goal. Unoccupied Telecommunications Structure Comply with: 1994 UBC, UMC, UFC -- 1996 NEC -- Motorola R56 Standards Loading: Floor 450PSF -- Roof 170PSF -- Wind 100MPH -- Seismic Zone 4 Building Specs: Ballistic ratings are not desired but will be accepted. Steel door with good locks required; ballistics are not a concern. Shelter should be insulated to at least R-11. Exterior finish should be stucco and painted beige or mellow brown. Interior walls: Finished painted white using abrasion resistant material. Upgraded wall finish will be accepted. Interior Floor 1 1/8" T&G Plywood covered with white tile and cove base minimum. Ceiling: " plywood painted white. Upgrades accepted. Frame: Rigid steel, welded construction, pan-style floor. Technical Specs: Furnish and install Ladder Rack IAW Attachment 2, 8' off the floor. Lighting: One exterior light next to the door. Interior fluorescent lighting that will not be blocked by the ladder rack and will provide a good balanced working environment. The commercial power supplied to the shelter will be three phase 120/208 VAC Install alarm system for door open, over temp, under temp, loss of commercial power. Provide instructions on how to connect the system to a paging company. Install complete ground system. External ring ground. Halo ground ring bonded to outside ground (must be less than 5 ohms to earth) Equipment ground bars in cable tray and power panel(s) Ground windows (cable ports) Both systems shall be bonded at a single point. Install a dual redundant 4 ton HVAC system with lead-lag. System should operate off of commercial 3 phase power. Bard or MarvAir equipment. Low ambient kit. Mount equipment on the shelter's side to minimize height. Award will be made to low-priced technically acceptable offeror. To be technically acceptable, offeror must demonstrate that the item offered satsifies the descriptive requirements specified herein. Desired delivery and installation: Must be installed by 15 Dec 97. FOB: destination to Luke AFB, AZ.
