(703)602-8105, x513 The Naval Sea Systems Command has a requirement to
procure the engineering services to define, design, develop, program,
document, integrate and deliver ACS Baseline upgrades, improvements
and critical experiments. The procurement will be conducted on a sole
source basis with Lockheed Martin, Government Electronic Systems
(LM/GES), 199 Borton Landing Road, Moorestown, New Jersey. The
contemplated contract will cover FY98 through FY02 development and
integration of ACS Baseline Upgrades for the Latter AEGIS Destroyers
(DDG91 and following ships), to include provisions for AN/SPY-1D(V),
Advanced processing Phase I, RSCES-D(V), AIEWS Increment I, NULKA,
Advanced Tactical Assessment Capability (ATAC), Open Architecture
Communications systems (OACS), AN/SQQ-89(V)Y, AN/SPQ-9B(V) Surface
Search Radar, TBMD/SM-2 Blk IVA, CEC, Advanced Processing Phase II,
SM-2 Blk IIIB Full Integration, LAMPS MK III Blk II, Tomahawk Baseline
Improvement Program (TBIP), Cueing Sensors (IRST, Precision ESM),
AIEWS Increment II, Submode Improvements, MK 50 Torpedo with Periscope
Depth Attack (PDA), Advanced Tactical Support, Naval Surface Fire
Support (NSFS), and Link Certifications. Also included in this effort
are the upgrades for AEGIS Cruiser Conversion, Link Certification, and
Non-AEGIS Surface Combatants Inter-operability/compatibility. This
procurement will also cover the development of those unique equipments
and devices required to support Baseline Upgrades, Demonstrations, and
Experiments. LM/GES, as the prime contractor for ACS and AWS
development since the program's inception, is the only source with the
required expertise to fulfill the Navy's requirements without creating
unacceptable delays in meeting AEGIS Program Baseline Development
