OLEARYM@rcb.nci.nih.gov. NCI proposes to issue a sole source RFP to Fox
Chase Cancer Center (FCCC) for Laboratory Support for Population
Science Studies. In October 1997, the National Cancer Institute (NCI),
selected Dr. Kenneth B. Buetow as the Chief, Laboratory of Population
Genetics, Division of Cancer Etiology and Genetics. This selection
resulted from a nation wide search which was conducted under the
auspices of the NCI Human Resources Management and Consulting Branch.
Dr. Buetow will report aboard the NCI in February, 1998 as a full time
government employee and will continue his independent research which
had been initiated several years ago while he was an employee of the
FCCC, Division of Population Science. It is apparent that the NCI based
laboratory will not be completed in time for Dr. Buetow to continue his
research and therefore, in order to allow the continuation and progress
of the on-going studies, the NCI proposes to provide him with research
support by funding the FCCC Laboratory which was established by Dr.
Buetow. All of the work to be conducted under this contract will result
from the intellectual conception, direction and approach by Dr. Buetow.
The FCCC Laboratory, designed by Dr. Buetow, represents a synthesis of
bench- based research, statistical analysis and informatics, all in
one laboratory. Traditionally these components are resident in separate
laboratories. Further, the existing staff has acquired an expertise and
familiarity with the research which can not be duplicated with out
years of working on the project. Additionally, the project is dependent
on a number of proprietary software programs which are specific to the
work being conducted and all of these programs were developed by the
laboratory staff and are not commercially available. Based upon the
above, the Government believes that the FCCC laboratory is the only
source who can provide the necessary resources to continue the research
without a loss substantial progress and data which it has acquired over
the years. This contract is being solicited as a Cost-Reimbursement,
Level of Effort contract with a base period of 8 month and four
one-month options. Numbered Note 22 applies as follows: The proposed
contract action is for supplies or services for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within forty-five days (thirty days if award is
issued under an existing basic ordering agreement) after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete with this proposed
contract based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
