NASA/KSC plans to issue a Request for Proposal (RFP) for engineering support for the Remote Health Node (RHN) and flight of two RHN's aboard STS-97. The RHN is being developed by Sanders, a Lockheed Martin company, as part of the NASA X-33 and future launch vehicles programs. NASA KSC is testing the technology for possible Shuttle upgrades. NASA/KSC intends to purchase the services on a sole source basis from Avionics Division Sanders, A Lockheed Martin Company, Nashua New Hampshire. The authority is 10 USC 2304(c)(1), only one responsible source will satisfy agency requirements. The RHN is a product unique to Sanders and as such they possess the unique capabilities to support NASA KSC requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested firms have 7 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 7 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Firm date for receipt of offers will be stated in the RFP. All qualified responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with any ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. If resolution cannot be made by the contracting officer, interested parties may contact the installation ombudsman. Concerns, issues, disagreements, and recommendations which cannot be resolved at the installation may be referred to the NASA ombudsman, the Deputy Administrator for Procurement. Please do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
