requirement to refurbish three 43' Delta charter boats SIC is 3732.
Small business size standard is 500 employees. This Request for
Quotation (RFQ) is 100% set-aside for small business. RFQ
F65501-97-R0305 shall issue on 7 Nov 97. A pre-bid site visit, to be
held in Seward, AK, is scheduled for 14 Nov 97. This is a
nonappropriated fund purchase and it does not obligate appropriated
funds of the United States Government. Nonappropriated funds are
generated by the military community through the sale of goods and
services and the collection of fees and charges for participation in
military community programs. This purchase does not involve federal tax
dollars. The 3rd Services Squadron, Elmendorf AFB, AK, owns and
operates three 43' charter boats manufactured by Delta Marine
Industries, Seattle, WA. The boats, Jackpot ('76), TopCover ('87), and
Artic Warrior ('91) are used for charter fishing and touring in
Resurection Bay, Seward, AK. When in operation they are docked at the
Military/Army dock in Seward Harbor and operated by 3rd Services
Squadron personnel. They have not been operated during the '97 season
and are currently dry docked in the Seward area. All three boats are
structurally sound, mechanically deficient and in general disrepair.
Scope of Work: The contractor shall be required to provide all parts,
labor, equipment, tools, supplies, transportation, and supervision
necessary to ensure effective and economical completion of all services
specified as follows: Boat Bottom Repair: Sandblast to remove paint and
debris. Repair all bottom damage with Gelcoat. Paint boat bottom with
marine grade epoxy paint to match existing color scheme. Hull Repair:
Clean hull to remove dirt and debris. Repair all cracks and chips and
patch with Gelcoat. Paint vessel hull, stripes, vessel name, hailing
port and numbers with marine indusrty quality paint )polyurethane
Finish) to match existing position and color scheme. Clean and seal the
hull hub rail with marine type antifouling varnish. Exterior Main Cabin
and Wheelhouse Repair: Clean exterior to remove dirt and debris. Repair
all cracks and chips. Repair exterior wheelhouse and main cabin with
marine industry quality paint (Polyurethane Finish) to match existing
position and color scheme. Interior Main Cabin and Wheelhouse Repair:
Patch and paint (Polyurethane Finish) the interior walls to match the
existing color scheme. Remove existing vinyl flooring and replace with
a "like" grade vinyl. Provide and install new interior foam seating
with vinyl upholstery covers for all interior passenger seating and
wheelhouse chairs All materials shall be of a "like" quality and
thickness. Clean, patch, and refinish all interior teak trim to a like
new appearance. Repair or replace door latches to make operable and
secure. Replace wheelhouse carpet with indoor/outdoor carpet to match
existing carpeted area. Engine Room and Storage Compartment
Refurbishment: Clean and prepare area for painting. Apply white
Gelcoat. Additional Exterior Repair: Strip deck and paint with Gelcoat
and nonskid. Rebuild or replace exterior wheelhouse fiberglass doors;
1 Port, 1 Starboard. Provide and install new hardware. Ensure
handrails are securely fastened, cleaned and caulked with marine type
caulk Clean, patch, and paint the exterior seating with exterior white
enamelpaint. Replace all hatch gaskets and ensure hatches are
watertight and able to be secured. Replace all window gaskets and
ensure windows are watertight. Engine and Transmissionl Work: The
engine are Caterpillar model 3208/Turbos, (320HP). Transmissions are
Twin Disk MG507 (2 each engine/transmission per boat). Provide an
itemized estimate of repair on a "tear down and quote" basis for the
marine engines and transmissions. After the engines and transmissions
are removed from the boats and torn down, the estimates shall be
reviewed by a technical evaluator and a determination for repair or
replacement shall be made by the Contracting Officer. The contractor
shall repair the existing engine and/or transmission or install a
rebuilt or new OEM replacement. Replace existing fuels lines with new.
Drivetrain: Inspect and repair or replace cutlass bearings, shafts,
zincs, rudders and tune up each 26x24 three bald propeller. Ensure
proper alingment and operation of the drivetrain. Electrical Work:
Replace existing wiring and electric panels with new. Connect existing
electrical equipment, lighting and control systems. Remove excess
wiring. Contractor shall ensure proper operation of all
mechanical/electrical systems during sea trials and Coast Guard
inspection of each boat. All work shall meet or exceed Marine Industry
Standards and OEM Specification.Transportation includes transporting
the boats from the current dry dock location to a repair facility and
from the repair facility to the launch site at the Military/Army dock
in Seward Harbor. Submittals are required for colors, patterns, and
textures for approval by the Contracting Officer. Only written requests
