L -- POST SHAKEDOWN AVAILABILITY FOR DDG 70 USS HOPPER POC Contract Specialist Karen Lucchetti (703) 602-0267 ext: 233, Contracting Officer Michale Gutermuth, (703) 602-0267 ext: 230 The Naval Sea Systems Command intends to modify Ingalls Shipbuilding, Inc.'s (ISI) Basic Ordering Agreement (BOA) N00024-95-G-2808 for Post Shakedown Availabilities (PSA) for DDG 51 Class Destroyers to include assistance to Pearl Harbor Naval Shipyard (PHNSY) to plan and accomplish the DDG 70 USS HOPPER PSA. This PSA is scheduled to be accomplished in the ship's Pearl Harbor, Hawaii homeport during an eight week period commencing approximately 30 March 1998. ISI will provide: engineering support in the form of work specification preparation, on-site resolution of technical issues, craft liaison support and material identification; all necessary material for accomplishment of work specifications; shipping and receiving services and coordination of material kitting and issuance to the trades; accomplishment of overall PSA milestone planning as well as detailed production planning of all individual work items to support PSA milestones; craft labor on-site in Pearl Harbor to execute the detailed plan; incorporation of DDG 51 Class lessons learned and shipbuilding expertise into all planning and execution efforts. In accordance with the Navy's policy of performing short duration availabilities in the homeport, PHNSY will accomplish part of the PSA. PHNSY, because of extreme workload constraints, cannot perform anymore than approximately 40% of the DDG 70 PSA. Only ISI has the vast experience, knowledge, and expertise as the DDG 51 Class building yard to successfully plan, engineer, liaison, and execute the remaining portion of the PSA and assist PHNSY in performing and accomplishing this complex, short term, compressed schedule PSA in time to meet the ship's accelerated deployment. The Administrative Contracting Officer (ACO) will issue one or more orders under ISI's existing BOA N00024-95-G-2808 for all efforts. See Numbered Note 22. (0311)
