Agency (EPA) intends intends to award a firm fixed price contract using
the Simplified Acquisition Procedures of FAR Part 13 to Information
Mapping, Inc.; 411 Waverely Oaks Road; Whitham, MA 02154; to provide
two on-site training sessions titled: "Developing Procedures, Policies,
and Documentation" for approximately 40 people. The EPA is FACNET
certified. STATEMENT OF WORK FOR "INFORMATION MAPPING" TRAINING CLASSES
Background: The Resource Management Policy Steering Committee (RMP-SC)
of the Office of Administration and Resources Management (OARM) is a
standing Project Committee that reports to Assistant Administrator for
OARM. The RMP-SC is charged with developing a strategy for
re-engineering all of OARM's resource management policy documents.
RMP-SC's focus is make OARM's policy documents better written, more
structured, easier to use, and be more accessible in an automated
format to all internal and external customers. How Information Mapping
Training Will Be Used: In order to make OARM's and the Agency's policy
documents better written, better organized, and easier to search,
offices within OARM, as well as other agency offices, such as OECA, and
OAR, have invested in training on a proprietary methodology called
"Information Mapping" marketed by Information Mapping, Incorporated
(IMI). IMI is the sole licensor of Information Mapping Seminars and
Consulting Services. Their training is unique and their training
classes are uniquely integrated to provide the benefits inherent in the
Information Mapping method. The specialized, IMI methodology teaches a
method for organizing text into logical units of information that are
connected to each other, or "mapped" throughout a document.
Information units in the "mapped" documents are labeled and subdivided
to create a visually appealing and easy to use document. The "mapping"
of information units in a text document dramatically increases
readability of the written material, including policy documents. Using
the IMI tool, searching for information in a document becomes much
more efficient and accurate. Specialized, formatting templates are
provided by IMI as part of their training which can be used with a
variety of word processing programs such as Wordperfect. The IMI method
also assures that textual material converted to IMI format will be
suitable for installation on the Internet's World Wide Web. EPA's
Office of Administration and Resources Management has recommended that
the "Information Mapping" style of writing policy documents become the
standard for the entire office and eventually serve as a model for all
policy documents through the agency. To help standardize formatting of
policy documents in OARM, the office has already purchased a number of
Information Mapping training classes over the past two years to be
conducted in-house at EPA facilities. IMI's in-house training classes
offer a substantial cost savings over procurement of IMI's commercially
available class spaces on an individual basis. Procurement of the two
additional IMI training classes requested by OARM's RMP-SC, will help
protect OARM's training investment in the methodology thus far, and
will further the process of standardizing all of our resource
management policy documents. Quotes are due in writing no later than 15
days of notice of this solicitation. This is a combination
synopsis/solicitation for these services and will be the only
