IS HEREBY BEING ISSUED ON AN "UNRESTRICTED" BASIS INVITING FULL AND
OPEN COMPETITION. This project is for the construction of a new fuel
storage facility, the closure of an existing fuel storage facility, and
incidental related work. The new fuel storage facility includes three
2,400 cubic meter aboveground jet fuel storage tanks, a 273 square
meter administrative/laboratory/vehicle maintenance building, three
tank truck receipt stations, two tank truck issue stations, two checker
shacks, two aircraft direct refueling stations, all supporting
utilities associated with a new fuel complex, the relocation of two
existing warehouse buildings (377 square meters and 255 square meters,
respectively). The existing fuel storage facility closure consists of
three 2,150 cubic meter underground jet fuel storage tanks, five 950
cubic meter underground jet fuel storage tanks, a four-station tank
truck issue rack, associated piping from two barge receipt piers and to
the tank issue rack, and three waste oil tanks of 37,850 liter capacity
. This will be a request for proposal using the source selection
process. There will be five technical factors: Factor 1 -- Past
Performance, Factor 2 -- Experience, Factor 3 -- Equipment, Start Up
Procedure and Single System Supplier, Factor 4 -- Construction
Schedule, and Factor 5 -- Small Business Subcontracting Effort. One
option will be included for polysulfide coating for concrete dike walls
and floor area. There will be an item for Change Order Markup
(Proposal/Estimate for Contract Modifications). A pre-proposal
conference will be held Wednesday, 07 January 1998 at 9:00 a.m. The
location of the conference will be printed on the cover of the
specification. A site visit will also be conducted at this time. The
government will have 90 calendar days from award to exercise the option
for the polysulfide coating for concrete dike walls and floor area. The
construction contract awarded from this solicitation will be a firm
