No. One (1) to Submission No. 137916 of the October 28, 1997, CBD
issuance -- The purpose of this amendment is to provide answers to
questions/concerns raised by prospective Offerors. The
questions/concerns received and the responses being provided by this
amendment are considered clarifications that in no way effect the
solicitation as stated under Submission No. 137916. Accordingly, under
this Amendment No. 1 to Solicitation No. RS-AED-97-269, the following
clarifications are hereby made: Question 1. -- "The solicitation is
for the procurement of "Real Time" risk software but includes other
than real time applications such as event tree and fault tree
construction. Maybe one of the problem(s) is with the definition of
"Real Time." Response 1. -- The need for plant models is related to the
time required to construct PRA models from scratch. The NRC's Technical
Training Division (TTD) in the Office of Analysis and Evaluation of
Operational Data has five (5) simulators. We would install the Risk
Monitor software on each of these five simulators, initially running
models provided by the vendor as typical models. As time permits, the
appropriate changes would be made to the model to reflect the actual
systems modeled by the simulators. Hence, there is the need for
event/fault tree construction capabilities. By "Real Time", the
software should be able to process changes in the availability of
equipment within five (5) minutes of entering the appropriate data. It
is the NRC's understanding that all commercial software can satisfy
this capability. Question 2. -- The solicitation implies that the
software will be used to check licensee calculations, particulary in
the maintenance rule area. It also requests PRA models for typical
plants. To be of use, the models must be the current models in use at
the plants. These should be obtained by NRC directly from the licensee.
Response 2. -- NRC has no legal authority to request PRA models from
licensees. All other terms and conditions of this solicitation remain
