a Request for Quotation (RFQ) for an assessment of potential uses of a
heavy-lift launch vehicle. Statement of Work (SOW) is as follows:
Background: NASA is currently studying heavy lift launch vehicle
concepts for NASA's exploration missions (e.g., Mars Missions). These
missions require a vehicle capable of placing payloads of about 175,000
lbs., 28 feet diameter X 100 feet long, into earth orbit. NASA's
Marshall Space Flight Center (MSFC) is supporting this activity by
developing and analyzing large launch vehicle concepts. To minimize
cost, the vehicle described above must be used to the greatest extent
possible. To that end, NASA is interested in gathering information on
potential payloads for such a launch vehicle. NASA's intent is to
develop a data base supporting low cost heavy lift access to space.
Contractor shall provide support to NASA/MSFC to assist in the
development of this database through the following tasks: 1. Contractor
shall develop a database in Excel to accommodate the information
required for this analysis. Information required for the database shall
include payload name, destination(s), deployment scheme (including
number of launches), payload weight and dimensions, and any special
payload requirements that might affect launch vehicle design. 2.
Contractor shall conduct a suvey of potential applications of a large
launch vehicle as described above, if such a large launch vehicle were
available at a launch cost of approximately $175M. This survey shall
address what uses could be made of it from the viewpoints of satellite
developers and users, space facility developers, etc. and shall
include innovative ideas as well as currently envisioned single and
multiple manifested payloades. 3. Contractor shall provide working
groups and meetings as required for collection of data in support of
these task. 4. Contractor shall provide travel to MSFC to faciliate
data collection. Travel requirements shall include two (2) two-day
trips for two (2) attendees and two (2) two-day trips for one (1)
attendee. 5. Deliverables shall include a populated database. Delivery
date for the database shall be February 28, 1998. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/MSFC intends to purchase this assessment from Futron Corporation,
based on their unique experience in the areas of future space market
forecasting and analysis. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. See Note 22. Any

(15) days from the publication of this synopsis to submit in writing
to the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after November 24, 1997 or
without the required information will be considered nonresponsive to
the synopsis and will not be considered. A determination by the
Government to not compete this proposed effort on a full and open
competitive basis, based upon responses to this notice is solely within
the discretion of the Government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
