The United States Environmental Protection Agency (EPA), Office of Planning, Analysis, and Accountability (OPAA) under the Office of the Chief Financial Officer (OCFO) is soliciting contractor advisory and assistant service support for the Agency's strategic planning process. OPAA is responsible for conducting analyses to measure the Agency's progress at meeting its overall goals and objectives, and for guiding strategic resource and budgetary decisions. The services to be provided under the proposed cost plus fixed fee (CPFF) level of effort (LOE) contract will include the performance of comparative risk and economic assessments analyses, including valuation of benefits and costs using comparable methodologies, and analysis and evaluation of strategic planning issues which will include: (1) comparing risks associated with the Agency's objectives and subobjectives both across and within Agency goals; (2) comparing benefits and costs of objectives and subobjectives both across and within goals; (3) validating performance measures; (4) conducting performance assessments; and (5) evaluating emerging environmental, human health, and quality of life issues (including environmental futures) which may affect the Agency's overall strategic planning and budgeting process. The work performed under this contact will result in the development and dissemination of tools and guidance that promote the consistent use of economic, human health and ecological risk, quality of life and cost-benefit analyses in EPA's overall planning process. This contract will also provide facilitation and communications support for the presentation and dissemination of analyses and evaluations to different audiences through a variety of workshops and conferences. Interested parties should have a high level of expertise in all of the work areas described herein. This contract will be openly competed. The Agency will evaluate proposals and select a contractor based on consideration of the offeror's overall technical approach; its response to a sample work assignment; its management approach; the proposed personnel; its past performance history; its corporate experience; and the offeror's overall cost. The period of performance includes a two-year base period and one two-year option period. The overall level of effort will be approximately 16,000 hours per year.
